침수위험 지역을 고려한 감정평가 객관화 방안

Abstract

Korea sees that flooded areas are damaged frequently due to the summer rainfalls concentrated and locality heavy rains caused by recent changes in the climate. The increase in an impervious area due to urbanization and the flooded areas because of heavy rains cause properties to be damaged. Thus, these are an essential element to be considered when an appraisal is conducted. In addition, the appraiser as an expert usually makes an accurate judgment in appraisal; however, the human’s subjective judgment is involved so there is a case when the difference in rates occurs. For trustful appraisal, the elements to be analyzed with GIS technology have been objectified in a scientific way. A weight was granted by analyzing the individual factors of the appraisal with the Delphi technique by analyze the possible elements for the appraisal. For individual numerical factors and flooding disaster factors, the importance was determined using the AHP method which was applied to the valuation calculation formula. The purpose of this study is to present a reliable appraisal strategy by presenting a method that can be used in appraisal practice, analyzing and applying flood risky areas, and objectifying the individual factors possible to analyze with GIS.
