Abstract

Risk assessment methods are becoming important in making decisions on disaster prevention measures in urban areas. With a focus on urban flood, this study examines how risk hotspots are determined at the viewpoint of urban planning in municipalities. To this end, this study proposes the hybrid method of AHP and PROMETHEE. AHP, a pair comparison, is used in effectively designing a complex decision-making problem and selecting and weighting evaluation criteria, whereas PROMETHEE, a priority approach, is used in finding grid alternatives at higher risk. after analyzing the Gwangju case, the proposed method indicates that flood risk hotspots lies in two areas. The first is located in some grids near a bend of the Mokhyun river. Because this area can be inundated with the high depth, its development needs to be regulated strictly. The second is located in a joint of the Mokhyun river and the Gyungan river. Because this area is currently used with a residential purpose and highly populated, it needs various disaster prevention measures with designation of a special district. This study concludes that the proposed method has a sufficient possibility as a tool for planning flood disaster prevention, in particular selecting flood risk hotspots objectively.
