초록

Post-Apartheid South Africa embarked on an important democratization process that has been accompanied by decentralization of resources and policy-making authority to regional governments including both provincial and local governments. Since the end of apartheid in 1994, in fact, Post-Apartheid South Africa has increased the number of provincial governments from four to nine, reshaped the contour of local governments, and guaranteed the transfer of an ‘equitable share’ of national resources to regional governments. But this article raises such a question that how far the decentralization in Post-Apartheid South Africa has developed and progressed. In order to answer the central question of this article, it focuses on some points at issue concerning the decentralization of South Africa in the Post-Apartheid era, including the juridical autonomy, tax authority, expenditure autonomy and borrowing rights and autonomy of regional governments. All in all, this article argues that by decreasing the political, legal and financial autonomy of regional governments, central government has left a substantial degree of limits of decentralization in Post-Apartheid South Africa.
