몽골은 전통적으로 러시아와 중국이라는 두 강대국 사이에서 균형을 유지하면서 제3의 이웃과의 관계를 강화하는 외교정책을 펼쳐왔다. 21세기 국제정치와 경제질서의 변화 속에서, 인도-태평양 전략은 주요 국가들이 지역 내 영향력을 확대하고자 하는 중요한 전략적 틀이 되고 있다. 이러한 맥락에서 몽골 역시 고유의 지정학적 위치와 풍부한 자원으로 인해 새로운 기회를 모색하고 있으며, 이에 따라 몽골의 인도-태평양 전략 동참 이유와 가능성이 주목받고 있다. 몽골이 인도-태평양 전략에 동참하려는 이유를 다각적으로 분석한 결과 몽골이 경제적 다변화와 국제 관계에서의 자율성을 추구하려면, 미국과 한국이 추진하는 인도-태평양 전략에 동참하는 것이 도움이 될 수 있다. 몽골은 한국과의 경제 협력을 통해 신기술, 에너지, 인프라 등 다양한 분야에서 협력 기회를 모색할 수 있다. 특히 몽골의 자원 산업과 한국의 기술력이 결합하면 상호 시너지 효과를 낼 수 있다고 본다. 몽골이 인도-태평양 전략에 동참하는 것은 경제적 다변화를 촉진하고, 중국과 러시아에 대한 의존성을 줄이며, 미국, 한국, 아세안 국가들과의 협력을 통해 경제적, 외교적 자율성을 강화하는 데 도움이 될 수 있다. 이는 몽골의 장기적인 경제 안정과 더불어, 국제 무대에서의 독립적이고 균형 있는 외교 정책을 수립하는 데 기여할 것이라고 판단된다.
Abstract
Mongolia has traditionally implemented a foreign policy that strengthens relations with third-neighbors while maintaining a balance between the two powers, Russia and China. Amid the changes in international politics and economic order in the 21st century, the Indo-Pacific strategy has become an important framework for major countries to expand their regional influence. In this context, Mongolia is also seeking new opportunities due to its unique geopolitical location and abundant resources. As a result, the reason and possibility of Mongolia's participation in the Indo-Pacific strategy are drawing attention. As a result of analyzing the reasons why Mongolia wants to participate in the Indo-Pacific strategy in various ways, it can be helpful for Mongolia to join the Indo-Pacific strategy promoted by the United States and South Korea to pursue economic diversification and autonomy in international relations. Through economic cooperation with Korea, Mongolia can explore opportunities for cooperation in various fields such as new technology, energy, and infrastructure. In particular, when Mongolia's resource industry and Korea's technology are combined, mutual synergy can be created. Mongolia's participation in the Indo-Pacific strategy can help promote economic diversification, reduce its dependence on China and Russia, and strengthen economic and diplomatic autonomy through cooperation with the United States, Korea, and ASEAN countries. It is believed that this will contribute to the establishment of an independent and balanced foreign policy on the international stage, along with Mongolia's long-term economic stability.
