Abstract

This article examines the transformation of China’s foreign policy by analyzing the formation and activities of the “Four-Person Group” (Siren Xiaozu) in 1969. Triggered by the Zhenbao Island Incident, China perceived the Soviet Union’s military pressure as a grave security threat, while simultaneously facing the need to overcome the paralysis of its diplomatic apparatus and international isolation caused by the Cultural Revolution. The convergence of these external and internal factors compelled Chinese diplomacy to move beyond a rigid revolutionary line and to seek new strategic alternatives. Under Mao Zedong’s directive, senior marshals including Chen Yi, Ye Jianying, Xu Xiangqian, and Nie Rongzhen organized the Four-Person Group to assess the international situation and formulate policy responses. Through regular discussions and reports, the group identified the Soviet Union as a more pressing threat than the United States, thereby emphasizing the necessity of balancing against the USSR while exploring rapprochement with the U.S. In this process, the Four-Person Group evolved into more than a consultative body, functioning as a practical mechanism through which the Chinese leadership deliberated strategic reorientation and reached policy consensus. By highlighting this case, the study demonstrates that Chinese diplomacy during the Cultural Revolution was not merely a period of disorder and isolation, but rather one in which external threats and domestic needs were reconciled in preparation for pragmatic adjustment. Moreover, it argues that the Four-Person Group laid the policy foundation for the subsequent normalization of Sino-American relations. This analysis underscores that China’s foreign policy was not confined to ideological rigidity, but was instead flexibly adjusted in response to shifting international structures and security realities, thereby contributing to a reassessment of China’s strategic choices and historical significance within the Cold War order in East Asia.
