Abstract

This study investigates the breakdown of the Sino-Soviet alliance under Mao Zedong and Nikita Khrushchev from the mid-1950s to the late 1960s to derive implications for the contemporary "no-limits" partnership between Xi Jinping and Vladimir Putin. During the Cold War, the struggle for ideological legitimacy, personal animosity, and ego clashes between leaders dismantled the neorealist logic of rational strategic cooperation, ultimately precipitating the alliance's rupture. Consequently, this paper argues that foreign policy analysis (FPA) of authoritarian regimes—where power is highly concentrated—must integrate a "leader-centric approach" alongside structural variables. In such regimes, a leader’s personal relationships, ideological convictions, and mutual perceptions often serve as decisive factors that override structural imperatives. The historical trajectory of Sino-Soviet relations provides critical insights into the Xi-Putin dynamic. The current unprecedented Sino-Russian rapprochement is driven not only by structural convergence (anti-Americanism) but also by "agent-level variables," specifically the profound personal trust and mutual respect between the two leaders. While contrasting sharply with the Mao-Khrushchev era, this finding paradoxically reveals that the current partnership is a "personalized alignment," inherently vulnerable to instability following future leadership transitions.
