Abstract

This article is an attempt to deepen the understanding of Rome’s foreign relations in the 2nd century B.C. through exploring the formation and development of interstate relations between Rome and the Kingdom of Numidia in North Africa as a case-study. From the Second Punic War to the fall of Carthage in 146 B.C. Rome seemed to have implemented a policy of keeping a power balance between Numidia and Carthage in North Africa. Rome had kept a certain distance from Masinissa, who was a very faithful ‘socius et amicus populi Romani’, and did not appear to have fully and unconditionally supported the growth of his kingdom. Numidia occasionally showed some tension or frustration towards Rome, thus its relationship with Rome cannot be described simply as ‘submissive’ or ‘subordinate.’ In the process of forming the alliance, the personal patronage with Scipio Africanus went deep, and the relationship with the Scipios was inherited through the generations of the Numidian royal family. How the diplomatic communication was exchanged between the two states changed during the Jugurthine war which resulted from the escalated internal disputes over the succession of the Numidia kingdom. Firstly, in addition to the official and traditional communication route through the embassies and the Senate, the use of Jugurtha’s personal network gained more significance. Also the existence of local Roman and Italian communities in North Africa was linked to security issues. The growing problems of corruption amongst military commanders and diplomats to profit from conflicts added more burden on interstate relations. In addition, more attempts were made to take measures different from the decisions made by the Senate on external affairs through the assembly of the Roman People. The confrontation between the two greatly affected the war against Numidia. Therefore, from the period of the Jugurthine War, it becomes evident that Rome’s foreign relations were becoming more and more inter-twined with the domestic political situation and problems.
