허베이 스피리트호 기름유출사고로 인한 태안지역의 사회경제적 변동 사회적 재난의 파편화(fragmentization)와 사사화(privatization)

허베이 스피리트 기름유출사고는 연안생태계를 심각하게 파괴하였을 뿐 아니라태안지역에 심각한 사회적, 경제적 피해를 야기하였다. 비록 연안생태계와 지역공동체가 제자리를 찾아가는 것으로 보이지만, 회복은 지연되고 불균등하게 이루어지고 있다. 이 논문은 복원의 지연을 총체적인 접근과 분절화된 접근이라는 인식방법에서의 대립과 사사화와 사회화라는 사회적 대응양식의 대립이라는 두 개의틀로 분석한다. 정부는 기름유출사고에 총체적인 접근을 시도한 듯 보이나, 생태적, 사회적, 경제적 그리고 심리적인 피해간의 상호작용을 진지하게 다루지 않았다. 그 결과는피해와 복원을 주로 경제적 보상과 법적 이해당사자간의 해결로 다루게 된다. 삼성중공업은 사고에 대한 분절화된 인식과 사고 책임을 법적인 것으로 환원, 지역주민들의 회유를 통해 해결과정을 사사화함으로써 책임을 최소화하려했다. 피해대책위원회는 주로 IOPC로부터의 경제적 보상에 치중함으로써 지역주민들의 총체적인 인식과 사회화 전략을 충분히 수용하지 못하였다. 그 결과 많은 지역주민들이 대책위에 대한 신뢰와 지지를 철회하였다. 이런 상황과 더불어 지역의 보수적인 사회정치적 조건은 지역공동체가 전체적이고 갈등을 사회화하는 전략을 추진할 수 있는 집합적 행동의 여지를 거의 주지 않았다. 그 때문에 태안지역에서의 사회적 복원과정은 지연되고 불균등하게 나타나고 있다.
Abstract
Hubei Spirit oil spill accident seriously devastated costal eco-system and also caused TaeAhn deep social, economic damage. Even though costal eco-system and local community seem to have returned back to their places, recovery has been delayed and uneven. This paper analyses the reason of delayed recovery with two factors, way of perception; holistic approach vs fragmentary approach, and way of social response; socialization vs privatization. Direction and degree of recovery from social disaster depend on combination of two factors. Government seemed to have holistic approach toward oil spill, but it didn’t take concern on seriously interactions among ecological, social, economic and psychologic damages. And also it would try to manage damage and recovery in terms of economic compensation and resolutions among legal stake- holders. Samsung Heavy Industries have tried to minimize responsibility for oil spill accident with a fragmentary approach and a privatization strategy like as displacing its’ reasonabilities to legal terms and appeasing local people, then it evoked another social conflict in TaeAhn. Local peoples’ organizatons have mainly focused in getting economic compensations from IOPC, then they could not accommodate people’s holistic approach and socialization strategy. Many of local peoples withdraw their trust and support local organizations. With these situation, local conservative socio-political conditions constrained local civil society not to make room for collective action to turn local community to holistic approach and socialization strategy. Therefore recovery process of TaeAhn has been delayed and uneven.
