본 연구는 한국 자본주의의 기본성격을 ‘수출주의’로 규정하고, 그 구체적 양상이 1960-70년대의 ‘외연적 수출주의’로부터 2000년대 이후 ‘내포적 수출주의’로 변화했다고 주장한다. 외연적 수출주의는 경제성장에 필요한 외자조달을 목표로 수출의 양적성장을 지속적으로 도모하는 데 초점을 맞췄고, 이는 한국경제가 미국과 일본 사이의 삼각무역체제에 포섭됨으로써 비로소 가능했다. 하지만 상품수출과 자본수입 사이의 선순환 관계에 의존했던 외연적 수출주의는 1980년대 예기치 않은 ‘3저호황’을 계기로 삼각무역체제가 균열되면서 결국 와해되고 말았다. 정부는 이러한 위기에 대해 기존의 수출주의적 방식을 고수하고 강화함으로써 대응하고자 했지만, 이러한 시도는 1997년 외환위기로 귀결되었다. 2000년대 이후 나타난 수출의 급증과 경상수지흑자의 누적은 1960-70년대 수출주의와는 다른 완전히 새로운 조건 위에서 진행되었다. 과거의 ‘외연적 수출주의’와는 달리 이 시기의 수출주의는 국내 대기업들의 해외직접투자와 정부의 외환보유고에 의해 지속되었으며, 중심부의 금융화와 결합됨으로써 가능했던 것이다. 국내상품에 대한 해외수요를 자본수출의 형태로 스스로 창출한다는 의미에서 이 시기는 ‘내포적 수출주의’라 규정될 수 있을 것이다.
Abstract
This study argues that the basic nature of Korean capitalism has shifted from ‘extensive exportism’ of the 1960s-70s to ‘intensivie exportism’ since the 2000s. Extensivie exportism focused on the quantitative growth of exports with the aim of procuring foreign capital necessary for economic growth. This was only possible after the Korean economy was involved in the triangular trade system between the United States and Japan. However, extensive exportism, which relied on a virtuous circle between commodity exports and capital imports, was eventually disrupted by the collapse of the triangular trade system, triggered by the unexpected ‘three low boom’ in the late 1980s. The government attempted to respond to the crisis by sticking to and strengthening the existing exportist measures, but this attempt resulted in the 1997 financial crisis. The rapid increase in exports and the accumulation of current account surpluses since the 2000s were under completely different conditions from those of the 1960s and 1970s. Unlike the past, the exportism of this period was based on chaebol-led foreign direct investment and government-led accumulation of foreign exchange reserves, combined with the global financialization. This period can be defined as ‘intensive exportism’ in the sense that it creates the foreign demand for domestic products in the form of capital exports.
