Abstract

This study aims to analyze the roles and potentials of the growing social economy in Korea, with a focus on regeneration agendas in declining areas, by examining not only government-led urban regeneration projects but also through the framework of co-production in everyday spaces. In changing social and economic contexts, social economy organizations(SEOs) have garnered attention as new actors that address the needs of declining areas through social innovation, especially where traditional service providers like the government and market have fallen short. The paper explores how the social economy participates in co-production processes through case studies of inner-city areas in three municipalities: Suncheon-si, Mokpo-si, and Dong-gu in Gwangju Metropolitan city. It examines the modes and extent of social economy involvement in co-production processes, both within the boundaries of urban regeneration projects and in everyday social economic activities beyond those projects. It also highlights their role in strengthening the locality’s co-production capabilities as a form of social innovation. When it comes to the actors within regeneration projects, SEOs served as new local contractors executing specific projects, organized communities participating in decision-making processes, and new local actors that are either directly or indirectly established through the projects, driving the sustainability of future regeneration efforts. Despite their various potentials, these organizations have shown limitations as co-producers in the absence of intentional and strategic spatial initiatives by intermediary support organizations. Beyond the project boundaries, SEOs have demonstrated the potential to expand the scope of co-production and strengthen the overall local capacity by identifying and addressing local needs through voluntary establishment and operational processes. This approach differs from conventional state and market-driven methods and ultimately targets for local revitalization. Furthermore, collaborative practices formed across various levels – including individuals, organizations, local social economy networks, and local civil society – aimed at meeting local needs, along with the experiences of social learning during these processes, suggest implications for establishing an institutional foundation that enhances co-production capabilities at the local level.
