Abstract

This paper examines the affective temporality of stalled development in a coastal village in Changwon, Gyeongnam Province—a historically industrial region shaped by state-led development in South Korea. Drawing on feminist ethnographic methods—including participant observation, in-depth interviews, and collaborative engagement— the study explores how temporality is not experienced as a linear unfolding of past to present to future, but emerges through the frictions between persistent disappointments, deferred hopes, and the recursive reproduction of social impasse. The “near-development” of the reclaimed site has produced a paradoxical temporal condition in which community members remain caught between past wounds and unrealized futures, neither moving forward nor letting go. This suspended temporality shapes everyday life through repeated disillusionment and structural stagnation. Community recovery efforts, such as educational programs and festivals, fostered emotional solidarity but proved temporary and limited. A subtle shift occurred with the involvement of younger generations, who reconfigured a local gathering space and introduced new rhythms of engagement. Their actions suggest tentative reattachments within a fragmented community. This study offers three insights: the socially and politically constructed nature of community affect; the interplay of material and non-material elements in shaping change; and the layered tensions between past, present, and future. Ultimately, the study challenges dominant developmental temporalities by foregrounding delay, emotional residue, and the fragile, affect-laden labor of staying with what remains unresolved.
