Abstract

This paper investigates how the ontological status of a specific species changes in relation to mobility and sociocultural norms by tracking the commodification process of seahorses. It employs the concept of infrastructure, including both material forms such as fish farms and epistemic and affective infrastructure through norms, knowledge, and institutions that enable these changes. The research specifically analyzes how seahorses, which are internationally protected and prohibited from distribution, become commodified as food, health supplements, and cosmetics within the geopolitical/geoeconomic context of contemporary Western and Chinese spheres and Jeju Island. Seahorse farming in Jeju began in the early 2000s as part of ornamental fish species development, and the status of seahorses has evolved from ornamental fish to food and traditional medicine in the 2010s, and later to functional cosmetics. The findings demonstrate that mobility of human/non-human in modern society should be analyzed in the context of politics of mobility and critical infrastructure studies, and that the commodification process of seahorses goes beyond mere supply chain integration to become a reduction to heteronormative functional materials inscribed in social norms and value systems such as gender norms. Through this, the study suggests the need to expand the existing political economy of mobility and infrastructure to multi-species politics of mobility by incorporating perspectives from biocapitalism and queer ecology.
