미국과의 비교분석 결과, 한국의 저소득층 주거안정을 위해서는 포괄적인 저소득주택정책 청사진이 마련되어야 하며, 기존의 저소득임대주택의 확대공급에 병행하여 새로운 이른바 수요자지원방식의 주택정책의 도입이 필요하다.&fnote; We wish to acknowledge the many useful comments from the anonymous referees of this Journal* Visiting Research Fellow, Center for Korean Studies, Institute of East Asian Studies, University of California at Berkeley, Jongin_lee@yahoo.com.

Abstract

This study reviews the U.S. housing policy for low-income families and includes policy suggestions to Korean policymakers based on the comparative analysis of low-income housing programs between U.S. and Korea. Depending on the survey of low-income housing programs, this study shows that the transition of U.S. housing policy from supply-side subsidy policy to demand-side assistance policy has produced good results, include dropping actual rental payments for low-income families, increasing selectivity for decent housing, and reducing federal government expenditure. On the other hand, it has also brought inefficiencies such as increasing market rent and imposing it on low-income tenants. In order to stabilize low-income housing in Korea, the study suggests expanding public rental housing programs and introducing new demand-side subsidy programs based on a comprehensive general plan for low-income housing.
