쪽방의 개념 재정의와 실증적 탐색

본 논문은 쪽방의 개념을 재정의하고 이를 실증 데이터를 통해 검증해 봄으로써 쪽방과 유사한 거처에 거주하는 가구를 규명하고 개선 방향을 모색하는 것이다. 쪽방은 열악하고 불량한 임대용 거처의 대명사로 공식 문건의 정책 언어로 자리 잡고 있지만 그 다양성과 은둔성으로 아직 공식화되지 못한 용어이다. 쪽방을 재정의한 ‘쪽방형 거처’는 객관화와 계측가능성을 고려하여, ‘한 가구가 거주 목적으로 사용하는 실내 공간의 면적이 7㎡ 미만이거나 기초생활 필수시설이 개별 단위로 설치되어 있지 않은 거처’로 정의했다. 실증 분석 결과, 쪽방형 거처에는 약 21만 가구가 거주하며, 기존 쪽방과 유사한 조건(무보증 월세, 월세 30만원 이하)에 거주하는 가구는 이 중 46.6%인 것으로 나타났다. 기존 쪽방의 전반적인 특징과 가장 비슷한 것은 고시원과 여관ㆍ여인숙이었다. 쪽방형 거처는 최근 국제적 논의에 비추어 보면, 한국형 비공식 주거라고 볼 수 있으며, 공식 주거에서 밀려난 취약계층의 대안 주거이지만 건강과 안전 등은 계속 위협받고 있다. 향후 그 은둔성, 다양성, 복합성 등을 감안하여 그 실태를 포착할 수 있는 데이터 인프라를 구축하고 이에 기반 하여 국가 차원에서 적정 거주 기준이 마련되어야 할 것이다.
Abstract
The aim of this paper is to redefine the concept of ‘conventional subdivided-units’ and identify households living in the revised subdivided-units using empirical data. The term ‘subdivided-units’ with low-end small rental often has been used in policy language in official documents so far but it has yet to be formulated. In this paper, considering objectification and measurability, the “subdivision-shaped units” that modified the ‘conventional subdivided-units’ was defined as "dwelling where the area of indoor space used by a household for residential uses is less than 7㎡ or those units that are not self-contained. Empirical results show that about 210,000 households reside in the subdivision-shaped units as modified subdivided-units and 46.6% of them live in types similar to conventional subdivided-units (on a monthly rent basis with no-deposit and costing less than 300,000 won per month). The most similar to the overall characteristics of conventional subdivided-units were Gosiwon accommodations or lodgings. In light of recent global discourses, the subdivision-shaped units can be regarded as informal housing in Korean context. Although it is a cheap alternative for the vulnerable who have been priced out of formal housing, it continuously poses a health and safety threat to tenants. For more improvements, it is necessary to establish a reliable data infrastructure that can catch up with the real figures in terms of hiddenness <privacy>>, diversity, and complicated hybridity. Based on such data, adequate housing standards should be made into rules in the national policy-level.
