농업의 산업화와 한국의 ‘축산혁명’

초록

농업생산의 자본주의적 발전은 공산품의 생산방식과 유사해지는 산업화의 경로를 취한다. 전·후방 연관 산업과의 연쇄 속에서 가축과 그 산물을 생산하는 현대의 축산업이 그것을 대표한다. 이른바 ‘공장식 축산’으로 집약되는 산업형 축산은 지구적 수준의 경축분리와 동물의 대규모 감금밀사를 확산시키고 고유한 환경·생태효과를 수반함으로써 세계 농업·식량·보건문제의 관건이 되고 있다. 한국의 축산업도 유사한 상황에 있다. 1980년대에 일부 전업·기업농장에서 시작된 공장식 축산은 1990년대에 농촌의 축산농에서도 지배적 형태로 정착되어 2000년대 들어 더욱 고도화되는 추세다. 목축의 조건도 전통도 부족했던 한국에서 이처럼 산업축산이 정착될 수 있었던 데에는 농업의 산업화를 지지하는 곡물-축산 복합체의 형성과 발전이 있었다. 특히 1990년대 이후 배합사료, 육가공, 소매유통 등 축산식품의 생산연쇄 전반을 지배하게 된 재벌형 농식품자본이 그러한 변화를 주도했다. 1970년대부터 국내에 도입되기 시작한 미국식 산업축산의 모형이 1980-90년대에 확대되는 수입개방을 전제로 한국 축산업에 널리 뿌리를 내리면서 ‘축산혁명’이 전개되었던 것이다. 축산업의 생산성 향상과 식육의 대량 공급에 기초하여 오늘 한국인이 누리고 있는 식생활의 풍요, 그러나 동시에 수입가공형 대량생산에 내재된 사회·생태적 긴장과 만성화된 식량불안은 그런 축산혁명의 양가적 결과라고 할 수 있다.

Abstract

The capitalistic development of agriculture tends to take a form of ‘industrialization’ in which agricultural production become similar to manufactural production. Modern livestock industry produces livestock and meat through the complex production chains which link the animal raising with forward and backward agribusiness. As a result, so called ‘factory farming’ has been established. Korean livestock production has followed the same way. Factory farming had been experimented by some farming enterprise until 1980s, was taken as a dominant farming form to many livestock farmer in 1990s, and has been upgraded and accelerated in 2000s. In fact there was no husbandry tradition in Korea. But the formation and growth of grain-livestock complex made a drastic ‘development’ of the livestock industry possible. Especially, chaebol agro-food capitals initiated the development, dominating the whole meat-food production chain. American model of industrial livestock production had been implanted by American agribusiness in 1970s and firmly rooted in Korean livestock industry. The result was ‘Livestock Revolution’.
