전 세계적 토지수탈과 한국 해외농업개발의 성격

초록

이 논문은 전 세계적 토지수탈논의에 대한 검토를 통해 한국 해외농업개발의 정치경제학 분석에 기여하고자 한다. 몇 년 전 한국 자본과 정부는 제3세계에서 벌인 토지수탈과 그와 연관된 사회적 갈등으로 국제사회의 비난을 받았다. 대규모 토지 취득을 통한 해외농업개발이 전 세계적 식량생산과 식량안보에 긍정적인 영향을 줄 것이라는 견해도 존재한다. 하지만 전 세계적 토지수탈 문헌들과 Land Matrix의 데이터는 비식량작물에 대한 집중적 투자라는 측면에서 전 세계적 토지 선점의 다른 양상을 보여준다. 최근 농지투자 흐름의 특징은 바이오연료의 높은 비중과 혼합용도 작물 분야의 성장이다. 또한 비농식품 자본들이 해외토지투자에서 더욱 큰 비중을 차지하기 시작했다. 이런 변화들은 기업식량체제의 재구조화로 개념화될 수 있을 것이다. 분석 결과 한국 해외농업개발 또한 전세계적 토지수탈과 동일한 특징을 나타내는 것으로 드러났다. 이 모든 것을 고려하면 국내 식량안보를 위해 해외농업개발을 촉진한다는 정책 아젠다는 전반적인 재검토가 필요하다.

Abstract

This paper intends a contribution to analyse Korea’s overseas agricultural development on the perspective of political economy by exploring global land grab debates. Several years ago, Korean Capital and government was condemned by the international community because of land grabbing and its related social conflicts in the Third World. There is an opinion that overseas agricultural development through large scale land acquisition will have a positive effect on global food production and security. However, many of global land grab literatures and data of Land Matrix show different aspect on Global Land Rush in terms of concentrated investment in non-food crops. The features of recent wave of farmland investments are large portion of biofuels and the rise of 'flex' crops and commodities. Non-agrifood capitals are beginning to represent an increasing share of total overseas land investment. These changes may be conceptualized as ‘corporate food regime restructuring’. Analysis shows that Korea’s overseas agricultural development represents a similar pattern. All things considered, the policy agenda that promote overseas agricultural development in order to secure domestic food security is in want of total review.
