세계 식량위기의 정치경제학:구조적 원인과 제도적 원인 그리고 촉발원인을 중심으로

2007년과 2008년 사이 곡물가격은 전례 없는 수준으로 폭등했고 3년 후 2010년 가격폭등 위기는 재발했다. 곡물 생산성의 증가로 인해 곡물 생산량이 전 세계 인구를 먹여 살리기에 부족함이 없다는 분석에도 불구하고 왜 반복적인 식량위기가 일어날 수밖에 없었던 가에 대해 다양한 가설이 제시되었다. 곡물 가격의 급등은 농산물 시장의 불안정성과 수급 불균형의 결과라는 주류 경제학적 주장이 지배적이었고 일각에서는 농산물에 대한 금융자본의 무제한적 투기로 인해 식량위기가 일어났다는 주장이 관심을 받았다. 그런데 지금까지 다수의 문헌에서 세계 식량위기를 분절적이고 단편적으로 분석함과 동시에 주류 경제학적 주장이 지배적이었기 때문에 식량위기에 대한 보다 통시적인 구조적 변화 원인, 제도적 변화 원인, 그리고 촉발원인에 대한 통합적인 분석이 필요하다. 본 연구 논문은 농식품복합체의 독과점체제와 식량시장의 금융화(financialization)와 같은 구조적 변화와 파생상품시장의 탈규제로 인한 식량에 대한 투기의 폭증과 같은 제도적 요인이 복합적으로 상호작용하며 식량위기를 추동했다고 분석했다. 특히 식량시장의 금융화, 미국 자본시장 자유화, 그리고 파생상품시장의 탈규제 정책이 낳은 농산품시장과 자본시장의 결합에 대한 모순 및 농산품에 대한 투기의 폭증원인을 강조하고 이에 대한 후속연구의 중요성에 대해 강조하고자 한다.
Abstract
Since 2007, the prices of grain and food increased dramatically and peaked to unprecedented levels. Although global food crises have begun to receive more attention in the academic literature, it is surprisingly striking how little attention has been paid when it comes to underlying integrated causes of global food crisis. There have been few attempts to provide a systematic analytical debates or a clear assessment of multifaceted causes of food crises. This paper is designed to fill this gap by providing integrated perspectives of underlying causes of food deficit and global food crises. This paper integrates structural, institutional, and proximate causes of global food crises. As a proximate cause of global food crisis, financial speculation in commodity futures following the collapse of real estate market contributed to exacerbate global food crisis. Furthermore, this paper examines the underexplored link between the deregulation of commodity derivatives markets and an institutional cause of global food crisis. Finally, this paper examines the interplay between agricultural trade liberalization, the oligarchy of predominant multinational agribusiness, and financialization of agro-food enterprises as a structural cause of global food crisis.
