여러 농촌 지역에 사회적 경제 조직들의 연결망이 형성되는 것을 두고 단순히‘협동조합 간 협동’이라는 협동조합 원칙이 실천되는 양상이라고 이해하는 것은 불충분하다. 그들 사회적 경제 연결망은 시장, 공공 부문, 비공식 부문 등 여러 영역사이에서 자원을 매개하고 조율하는 매체로서 기능한다. 이 연구에서는 ‘사회경제적 조절 메커니즘’으로서 농촌의 사회적 경제 연결망을 분석하였다. 충남 홍성군장곡면과 전북 완주군의 사회적 경제 연결망 형성 과정에 관하여 질적 조사·분석을 수행했다. 그리고 강원도 원주시, 전라북도 완주군, 충청남도 서천군 등에서 활동하는 사회적 경제 조직들을 대상으로 설문 조사를 실시하고 연결망 분석을 시도하였다. 장곡면 사례를 분석하여 사회적 경제 연결망은 주민들이 지역사회의 의제를 설정하고 공유하며 공동의 실천을 모색하는 ‘지역사회의 장’으로 기능할 수 있음을 보였다. 전라북도 완주군 사례에서는 사회적 경제 연결망이 적절하게 형성되고 작동할 때, 그것이 사회혁신의 발생지가 될 수 있음을 보였다. 세 지역의 사회적경제 연결망에 대한 양적 분석에서는 연결망의 구심점으로 기능하는 ‘연대조직’ 유무에 따라 그 거동이 달라질 수 있음을 보였다. 이러한 분석을 통해 얻은 시사점은다음과 같다. 첫째, 농촌의 사회적 경제 연결망을 조직들의 협동이라고만 이해하는것은 불충분하다. 지역사회 층위의 사회경제적 조절 메커니즘으로 작동할 잠재력이 있다. 둘째, 농촌에서 펼쳐지는 다양한 정책사업은 사회적 경제 연결망 안에서서로 연결되어 시너지를 낳을 가능성이 있음을 염두에 두어야 한다. 셋째, 농촌의사회적 경제 연결망은 지역사회의 의제가 형성되는 공론장이자 다양한 자원을 동원하고 모으는 ‘그릇’으로서 기능할 수 있다. 넷째, 사회적 경제 연결망은 서로 다른분야의 정책 자원을 통합적으로 활용할 토대가 될 수 있다. 다섯째, 사회적 경제 연결망이 지역사회의 장으로서 그리고 사회혁신의 발생지로서 기능하려면 ‘자발적결사의 성격을 지닌 연대조직’을 지역 안에서 결성하는 것이 중요하다. 여섯째, 사회적 경제 운동 진영은 ‘상호거래’ 외에도 ‘자금조달’ 등 다양한 종류의 연대활동에자원과 역량을 집중할 필요가 있다.
Abstract
It is insufficient to understand the networking of social economy organizations in rural areas merely as the implementation of the cooperative principle of 'cooperation among cooperatives.' These social economy networks function as intermediaries that mediate and coordinate resources across multiple sectors, including the market, public sector, and informal sector. In this study, rural social economy networks are analyzed as a 'socio-economic regulation mechanism.' Qualitative research and analysis were conducted on the process of forming social economy networks in Janggok-myeon, Hongseong-gun, Chungnam, and Wanju-gun, Jeonbuk. Additionally, surveys and network analysis were performed on social economy organizations operating in regions such as Wonju-si, Gangwon-do; Wanju-gun, Jeollabuk-do; and Seocheon-gun, Chungcheongnam-do. The analysis of the Janggok-myeon case showed that the social economy network can function as a 'community field,' where residents set and share the agenda of the community and seek collective actions. In the Wanju-gun case, it was shown that when the social economy network is appropriately formed and operates, it can become a locus of social innovation. The quantitative analysis of the social economy networks in the four regions revealed that the presence or absence of 'association' functioning as hubs can influence the behavior of the network. It was confirmed that the social economy networks form in various ways, depending on the characteristics of each region across multiple dimensions. The implications derived from this analysis are as follows. First, rural social economy policies should support the autonomous and collective actions of residents. Second, it is important to consider that the various policy initiatives in rural areas have the potential to create synergies when interconnected within the social economy network. Third, the rural social economy network can function as a public forum where community agendas are formed and as a 'vessel' for mobilizing and gathering diverse resources. Fourth, the social economy network can serve as a foundation for the integrated use of policy resources from different fields. Fifth, in order for the social economy network to function as a community field and a locus of social innovation, it is important to form an autonomous association within the community.
