Abstract

The progression of low birth rates and aging populations is anticipated to pose multidimensional challenges across economic, social, and environmental domains in Korean society. Policies aimed at increasing birth rates and mitigating population decline are actively discussed. In rural areas, however, low birth rates and super-aging are not looming crises but pervasive realities. To examine how significant demographic changes impact residents’ lives and how they perceive these realities, focus group discussions were conducted. Additionally, a Q-methodology was implemented, targeting various stakeholders to explore policy priorities for addressing these issues in rural communities. Discussions revealed key topics raised by rural residents, including school education and childcare, employment, elderly care, village landscape and environmental management, accessibility to daily consumer goods and services, public transportation, relationships and collective activities among village residents, and community-based organizational activities. Based on these insights and the policy objectives outlined in the “The 4th Basic Plan for Low Birth Rates and Aging Society,” 36 statements were formulated for the Q-methodology analysis. The findings highlighted several critical perspectives. First, it is necessary to prioritize support for collective actions by rural community so that rural residents can address the challenges arising from low birth rates and super-aging. Second, it is important to create social jobs for youth in fields essential to rural communities-such as education, culture, care, environment, and landscape-emerged as a key solution. Third, support is needed for community organizational activities so that rural residents can access to daily necessities, including groceries, restaurants, hair salons, and laundromats.
