사회정치적 임파워먼트와 노인복지 - 개념화, 지표개발 및 적용 -

초록

이 글은 임파워먼트 접근으로 노인의 사회복지에서의 권리와 지위를 분석한 것이다. 임파워먼트 접근(approach)은 과정으로서의 역동적이고 다차원적인 개념임에도 불구하고 그 적용과 논의가 미시적 차원으로 제한되어온 측면이 있다. 이 연구는 임파워먼트에 대한 거시적 차원의 개념화와 사회정치적 차원에의 적용을 시도하였다. 상당수의 미시적 연구에서 임파워먼트의 핵심적 가치로 간주되는 이용자 중심(user-centered)을 거시적으로 사회복지제도에서의 권리(rights)로 포착하였다. 제도적으로 보장된 권리는 임파워먼트의 미시적 실현에 있어서 근거가 되기도 하고 또 개별 실천들의 사회적 수렴지점이기도 하다는 면에서 우리 사회에서 그 현재수준을 점검하는 것이 중요하다고 보았다. 이를 위해 사회정치적 임파워먼트의 다섯 가지 중심개념을 권리의 명시적 보장여부, 사회권의 실현정도, 정책형성과 실행에의 참여, 사회서비스의 보편성, 차별금지와 인권보장으로 각각 재정의하고 16개의 하위지표를 설정하였다. 그리고 이 분석틀로 노인에 대해 사회정치적 임파워먼트 접근을 수행하였다. 분석자료는 노인 사회복지와 관련된 법과 제도, 보건복지부의 사업, 지침 등이었으며 통계청의 2007년 고령자통계를 현재 노인의 실태를 확인하는 주요한 자료로 이용하였다. 본 연구는 미시적 차원의 실천모델로 적용되던 임파워먼트 개념을 법과 제도, 사회정치적 환경 분석에 적용하여 개념의 발전에 기여하고자 하였다. 그리고 노인의 임파워먼트, 나아가 전체 사회구성원이 자신의 삶에 주체로 통제력을 갖기 위해 사회정치적 차원에서 사회권이 제도적, 실질적으로 보장되어야 한다는 점을 드러내고자 하였다.

Abstract

This article applies the concept of empowerment to the analysis of social welfare legislation and programs for the aged. Based on the reconceptualization of the theory of empowerment, a comprehensive idea embedding personal, interpersonal and socio-political dimensions, this article particularly concentrates on its socio-political perspective. Such emphasis has been widely overlooked by previous researches and literatures in relevant fields, although an operational definition of socio-political empowerment is a prerequisite to applying the concept of empowerment to social welfare legislation and programs for the aged. Thus, the concepts "rights" and "participation" have been extracted to reconceptualize the idea of socio-political empowerment, and then applied to relevant social welfare legislations and programs. In order to examine the social welfare "rights" of the aged, and whether their rights and procedures of filing service applications and complaints have been secured, the Social Security Act, the Social Welfare Service Act, the Welfare of the Aged Act, and the Long-term Care Insurance for the Aged Act have been carefully studied. The "participation" aspect of socio-political empowerment has been analyzed based on the securement of participation by welfare beneficiaries in policy review organizations, the existence of official channels for user assesment, and how such activities are regarded in the society. The purpose of this study is to affirm that the achievement of empowerment is twofold. First, securing social rights, and second, securing beneficiary participation during the process of policy planning, management, evaluation, and establishment.
