개인정보를 포함하거나 법적 효력을 가지며, 공공, 금융, 의료, 교육기관 등에서 발급하고 유통하는 전자문서는 시각장애인의 사회참여와 개인정보 보호라는 측면에서 접근성이 반드시 보장되어야 한다. 그러나 대부분의 전자문서는 개인정보 보호를 위한 보안 프로그램 때문에 스크린리더로 미리보기가 어렵고, 출력물 또한 스스로 접근하기가 매우 어려우며, 표로 구성된 문서가 대부분이기 때문에 정확히 접근하기가 어려운 실정이다. 따라서 본 연구는 시각장애인 스스로 전자문서를 정확히 접근할 수 있도록 표의 내용을 포함하여 정보시스템 서버에서 전자문서의 데이터를 점자로 변환하는 기술에 대한 설계와 이를 구현하는 데 목적이 있다. 아울러 본 연구의 한계와 향후 추가로 연구되어야 할 방향을 살펴보았다. 본 연구를 통해 시각장애인이 많은 정보를 더욱 정확하게 접근할 수 있도록 하는 전자점자 인프라 확산과 그에 따른 사회참여 기반 마련을 위한 자료로 활용될 수 있기를 바란다.
Abstract
In this paper I investigated the accessibility problems of electronic documents that Information Systems provide to those who are blind. Additionally, I suggested the Electronic Braille Solution to convert digital data into braille on the Information System Server. Important implications provided by this study are as follows. First, electronic braille was mentioned as an alternative means for improvement of the electronic documents accessibility of visually impaired people. Second, a design was proposed for implementation of an API that can convert form and data information into an electronic braille file by interoperating with the reporting tool. Third, considering that a technical method for braille-translating not only simple text but also information of tables was provided, it will be helpful in the development of techniques for braille translation of information in tables contained in conventional documents of HWP or DOC format. I hope this paper provides the necessary information to help improves access to information and create changes that will result in social inclusion for the blind.
