복지국가 재편기 북유럽 탈빈곤 정책의 변화

초록

이 연구는 복지국가 황금기 발전을 통해 가장 관대한 탈빈곤정책을 발전시켰던 북유럽복지국가들이 복지국가 재편기를 통해서 어떠한 변화를 겪고 있는지, 그리고 북유럽 탈빈곤 정책의 변화는 복지국가의 성격상 어떠한 사회적 결과를 파생하였는지를 타진하는 비교사회정책 연구이다. 이 연구의 분석대상은 복지국가유형론에서 하나의 집락으로 알려져 온 덴마크, 핀란드, 스웨덴, 노르웨이 4국의 탈빈곤정책과 이를 둘러싼 복지국가 전반의 변화이다. 양차대전 이후 황금기 복지발전이 마감하고 본격적인 구조조정이 시작되는 1990년대를 북유럽 복지국가의 재편기로 보아, 이 시기의 변화를 추적하였다. 연구의 주요 결과는 다음과 같다. 첫째, 1990년대 북유럽 복지국가의 탈빈곤정책은 비용감축과 활성화라는 두 가지 축에서 전개되며, 1980년대 말부터 시작되는 경제위기 특히 실업의 폭증이 이러한 변화의 주원인으로 부각된다. 둘째, 북유럽 4국의 변화내용은 나라마다 시기와 강도에 있어 약간의 차이가 나며, 산유국으로서 경제적인 자원동원여력이 상대적으로 풍부한 노르웨이에서의 변화가 가장 적다. 셋째, 1990년대의 탈빈곤정책 변화는 북유럽국가들에서의 사회계층화에 약간의 부정적 변화를 야기하였지만, 결과적 비교 관점에서는 북유럽복지국가의 집락이 유지되는 것으로 볼 수 있다.

Abstract

This is a comparative social policy study that investigates: 1) what are the recent changes in Nordic antipoverty policies 2) what are the impacts of such changes to social stratification and the welfare state as a whole. In the analysis Denmark, Finland, Norway and Sweden are included, as they have been regarded as forming a distinct group by a series of welfare state typology studies. Time frame for the analysis is 1990s when economic crisis such as unemployment became a vivid problem in the Nordic countries. Major findings of the study is as follows. Firstly, Nordic anti-poverty policies underwent a characteristic change in the name of activation and cost containment throughout the 1990s when the unemployment increase was so dramatic. Secondly, there are minor variation among the 4 countries and Norway was the deviant case. Thirdly, changes of Nordic anti-poverty policies resulted in somewhat negative changes in terms of social stratification, the Nordic Model itself has been intact, especially when compared with other types of the welfare states.
