미국 초등학교 사회 교과서의 인구 교육 내용 분석: 사회과 인구 교육에의 시사점 도출

이 연구는 미국 초등학교 사회 교과서의 인구 교육 내용을 분석하여 그 특징을 파악하고 이를 바탕으로 인구 정책 주도적인 우리나라 사회과 인구 교육 개선을 위한 시사점을 도출하기 위한 것이다. 이를 위해 미국 초등학교 3, 4, 5학년 사회 교과서 1종에 대한 내용 분석을 수행하였다. 분석의 초점은 인구 교육의 주제와 내용 요소, 목표, 가치 접근 방식 및 수준이다. 분석 결과는 다음과 같다. 첫째, 인구 교육 내용은 독립된 단원이 아니라 여러 단원에 걸쳐 제시되고 있으며, 공동체의 유형, 인구 이동을 통한 도시와 지역 및 국가의 성장과 변화, 다양한 사람들이 공존하는 미국 사회와 같은 사회과의 주요 주제와 결합하는 방식으로 다뤄지고 있다. 둘째, 주요 내용 요소는 인구 이동, 인구․인구 규모, 인구 구성, 인구 분포 및 인구 밀도, 인구 성장 및 인구 변화의 순으로 제시되며, 인구 문제와 인구 정책에 대한 내용은 적은 편이다. 셋째, 주요 목표는 인구 현상에 대한 지식 이해를 바탕으로 기능 습득을 병행하는 방식으로 제시된다. 넷째, 인구 교육의 가치 접근 방법은 가치배제 접근과 가치지향 접근이 주를 이루지만, 인구 현상에 대한 대안적 설명과 다양한 입장을 제시하거나 학생의 의견을 묻는 가치중립 접근 방식도 제시되고 있다. 다섯째, 내용 수준은 국가, 세계, 지역, 개인 수준의 순으로 제시되는데, 특히 인구 현상을 개인의 선택이나 경험과 연관 지어 생각할 수 있는 개인 수준의 내용들이 제시된다는 특징이 있다. 이상의 분석 결과를 바탕으로 사회과 인구 교육의 내용 선정 및 제시 방법과 관련하여 인구 교육 주제의 다양화, 가치중립적 접근, 개인 수준에 대한 고려의 필요성을 시사점으로 제시하였다.
Abstract
This study aims to examine the characteristics of population education in the United States, and to find some implications for an alternative approach to population education in Korea. For this purpose, a content analysis on social studies textbooks (3rd, 4th, & 5th grade) was performed. Main focuses of analysis were topics, content, goals, value approaches, and levels of population education. The main results were as follows: First, the main topics of population education included 1) types of community, 2) the growth and change of cities, states and the nation, and 3) the diversity of American society. Second, related to content, population movement, population and population size, population composition, population distribution and density, and population growth and change were the most covered respectively, but population problems and policies were the least covered. Third, related to goals, population content explicitly focused on knowledge and skills, not on value and attitude. Fourth, related to value approach, value-free and value-oriented approaches were highly found, but the value-neutral approach was not often found. Fifth, related to levels, national, global and regional levels were the most covered respectively. However, an individual level was also taken into consideration. Based on these findings, several ideas for improving the pedagogical approach to select, compose, and describe population content were suggested.
