시민 교육을 위한 쟁점 협상 모형에 관한 연구

본 연구는 국내 학계에서 제안된 시민 교육 모형의 비판적 검토, 시민성의 본질로서 고등 사고 능력의 개념화, 그리고 한국인의 사고방식에 대한 고찰을 통해 시민 교육의 방향을 설정하고 시민 교육을 위한 수업 모형을 개발하는 데 목적을 두고 있다. 한국 시민 교육의 방향과 관련하여 본고는 쟁점을 다루면서 고등 사고 능력의 함양과 협상 능력의 제고를 지향하는 ‘쟁점 협상 모형’을 제안한다. 연구 결과, 수업 전개 과정은 문제 인식의 공유(문제 여부 확인, 문제 진술의 명료화, 개념의 정의와 명료화), 개인별 대안 결정(대안 모색, 대안의 결과 예측, 대안 선택 및 정당화), 모둠 협상안 결정(대안 공표 및 모둠 구성, 모둠 협상안의 모색, 모둠 협상안의 결과 예측, 모둠 협상안의 우선순위 결정 및 정당화), 최종 협상안 도출(모둠별 우선순위 1 협상안 공표, 최종 협상안의 모색, 최종 협상안의 결과 예측, 최종 협상안 결정 및 정당화), 실천 행위 및 반성 등 5단계로 구성된다. 그리고 이 모형은 이 과정에서 쟁점을 다루면서 고등 사고 능력의 속성인 도전성, 준거성, 맥락성, 역동성, 온당성을 추구하고 지식, 비판적․창의적 사고와 메타인지, 가치, 그리고 토의 및 토론 기법 등을 의미 있게 가르칠 것을 강조한다.
Abstract
The purpose of this study is to develop a teaching model for citizenship education. To develop the model, this study critically examined several models designed by Korean scholars, conceptualized higher order thinking as the nature of citizenship, explored Koreans' way of thinking, and established the direction of citizenship education. Finally, this study suggests 'Issues negotiation model' for cultivation of higher order thinking and promotion of negotiation skills through issues-centered education. This model consists of five steps: Sharing of problem recognition(identifying the problem, clarifying problem statement, defining and clarifying terms), reaching individual decision(identifying alternatives, predicting consequences, making and justifying individual decision), reaching group's decision(presenting individual decision to the classmates and forming groups, formulating group's proposal, predicting consequences, making and justifying the priority), drawing final decision(presenting group‘s preferred proposal to the classmates, identifying the final decision of the whole class, predicting consequences, making and justifying final decision), and acting and reflecting. Through this process, this model pursues challengeability, criteria, contexts, dynamics, reasonableness as the critical attributes of higher order thinking, and emphasizes teaching knowledge, critical and creative thinking skills, metacognition, values, and discussion and debate techniques meaningfully, dealing with the issue.
