Abstract
Civic deliberation is the act of thoughtful and serious consideration of conflicting views on controversial public issues to achieve the goal of decision-making. As civic deliberation is an essential element in the development of a sustainable democracy, so the purpose of civic education should focus on fostering students' skills for civic deliberation. Constructive controversy is the most effective teaching method for cultivating students' skills for civic deliberation. Through constructive controversy, students who are not as future citizens but as here-and-now student-citizens can cultivate a variety of skills for true civic deliberation. In this article, we articulated the importance of civic deliberation in moral education, and clearly presented the procedures and various conditions of utilizing constructive controversy in moral education to foster students' skills for civic deliberation.
