미국 사회과 성립 과정에 대한 역사적 고찰 - NEA 사회과 위원회의 성립 배경 및 활동을 중심으로 -

본 연구는 NEA 사회과 위원회의 성립 배경 및 활동에 대한 분석을 통해 사회과 성립과정에 대한 체계적인 이해를 위한 시사점을 제공하는 것을 그 목적으로 하고 있다. 이를 위해 본 연구에서는 NEA 발간 자료 및 NEA 사회과 위원회의 보고서 등을 분석하였고, 그 결과 다음과 같은 사실을 확인할 수 있었다. 첫째, NEA 사회과 위원회가 중등 교육 확대에 따른 대학 입학 자격 관련 문제 해결을 위해 조직된 대입 자격 기준 개선 위원회의 제안에 따라 구성된 여러 교과 위원회 중 하나임을 확인하였다. 둘째, 1913년 예비 보고서에 대한 분석을 통해 NEA 사회과 위원회가 제시한 1913년 사회과 모형이 존재하였음을 확인하였다. 1913년 사회과 모형은 사회과라는 교과 명칭을 공식 문서에서 최초로 사용하였고 시민성 함양이라는 교과 목적을 명시하고 있다는 점에서 사회과 성립 과정에 있어 중요한 의의를 가지고 있다는 점도 확인하였다. 셋째, 1916년 최종 보고서에 대한 분석을 통해 1916년 사회과 모형이 1913년 사회과 모형에 비해 이론적으로 체계화되고 정교화되었음을 확인하였다. 이를 통해 사회과가 중등 교육 개혁의 핵심 교과로서 확산될 수 있는 기반이 마련되었음도 확인하였다. 본 연구는 미국 사회과의 성립에 대한 체계적인 이해를 위해 19세기 후반부터 20세기 초반에 걸쳐 진행된 미국의 중등 교육 개혁 과정 및 NEA 사회과 위원회의 사회과 모형 개발 과정에 대한 이해가 전제되어야 한다는 시사점을 제시하고 있다.
Abstract
This study intended to analyze the educational background and core activities of the ‘NEA Committee on Social Studies’, focusing on its implications for the systematic understanding of the birth of social studies. For this purpose, the proceedings of NEA and reports of NEA Committee on Social Studies were reviewed. The main findings of this study are as follows: First, NEA Committee on Social Studies was one of the sub-committee of ‘the Committee on the Articulation of High School and College’ which was established for the reform of secondary education. Second, NEA Committee on Social Studies put forward new subject model in 1913 which was denominated as ‘social studies’ with the aim of citizenship education. Third, NEA Committee on Social Studies revised social studies model in 1916. The revised model was more elaborate and systematic than the model in 1913, and social studies could be the core subject for the educational reform across the country. So it is necessary to understand movement for the reform of secondary education in the beginning of the 20th Century in America and the activity of NEA Committee on Social Studies for the elaboration of the new subject.
