한국과 독일 중학교 사회교과서의 인권 관련 내용 비교 분석

이 연구의 목적은 우리나라와 독일의 인권교육 비교를 통해 사회과 교육과정과 교과서의 인권 관련 교육 대안을 제안하기 위함이다. 이를 위해 우리나라와 독일의 중학교 교과서 각각 8종과 6종을 내용선정과 내용구성을 중심으로 인지적, 정의적, 행동적 영역으로 비교 분석하였다. 그 결과 첫째 우리나라 교과서는 인권 관련 개념이해와 인권발달, 그리고 일상생활과 노동권 침해 중심으로 개념 설명과 제도를 파악하는 형식적 탐구활동으로 구성되었다. 반면에 독일 교과서는 세계 인권 선언의 구체적 사례와 아동과 관련된 현재 사회문제가 되어있는 세계적인 빈곤, 기아, 전쟁, 아동노동 착취 등을 눈높이에 맞추어 질문과 다양한 활동 중심으로 다루었다. 특히 세계 인권 선언문의 각 항목을 구체적 사례로 접근하고 있었다. 반면에 우리나라 교과서는 인권과 관련된 현실적인 사회문제를 다루지 않았다. 학생들이 이러한 교육을 받게 된 이후 얻게 될 교육적 효과를 생각하면 우리나라의 경우 학생들은 인권과 관련된 개념이 무엇인지, 인권 침해가 어떠한 것인지 이해는 할 수 있으나, 이것이 어떻게 사회문제가 되며 어떻게 해결해야 하는지 삶 속에서 실천하게 될 것으로 기대하기는 한계가 있어 보인다. 반면에 독일의 경우는 구체적 사례에서 접근해서 개념을 이해할 뿐만 아니라 어떤 행동으로 실천해야 할지를 몸으로 터득할 것으로 예상할 수 있다. 향후 인권교육은 보다 학생들의 관심을 끌 수 있는 사회문제와 관련된 구체적 사례 중심의 탐구활동과 세계시민교육의 관점에서 글로벌한 아동의 인권과 관련된 주제와 사례를 다양한 활동으로 다룰 필요가 있다.
Abstract
The purpose of this study is to suggest alternatives for human rights education in social studies curriculums and textbooks based on the comparison of human rights education in Korea and Germany. For this purpose, 6 and 8 pieces of middle school textbooks in Korea and Germany were compared and analyzed based on content selection and content composition in the cognitive, affective, and behavioral domains. Korean textbooks were found to be consisting of formal inquiry activities to understand human rights-related concepts and human rights development. Furthermore, they explain concepts and grasp systems with a focus on daily life and violations of labor rights. However, Korean textbooks did not deal with real social issues related to human rights on an international level. On the other hand, German textbooks dealt with specific cases of the Universal Declaration of Human Rights and current social problems related to children, such as global poverty, hunger, war, and labor exploitation, focusing on questions and various activities related to those issues. In particular, each detail of the Universal Declaration of Human Rights is approached with a concrete example. Considering the educational effects that Korean students will have after receiving their current education, they can understand the concept of human rights and human rights violations. But they will have difficulties understanding how these become social problems and how to solve them in life. There are limits to what you can expect to do. On the other hand, in the case of Germany, it is expected that students will not only understand the concept due to case studies but also learn what kind of action to put into practice. Human rights education needs to deal with topics and cases concerning global children's human rights through various activities from the perspective of global citizenship education and research activities based on case studies related to social issues which can attract students' attention in the future.
