뉴스 리터러시 함양을 위한 사회과 교육과정 - 2015 개정 사회과 교육과정 분석과 교육과정 개선 방향 제안

초록

이 연구는 뉴스 리터러시 교육이 효과적으로 이루어지기 위한 사회과 교육과정의 개선 방향을 탐색하기 위하여 수행하였다. 이를 위해 뉴스 리터러시의 의미와 뉴스 리터러시 교육의 성격과 목표를 고찰하고, 이를 토대로 2015 개정 사회과 교육과정을 분석하여 그 특징을 파악하였다. 분석 결과는 다음과 같다: 첫째, 사회과 교육과정에서 ‘뉴스’는 성취기준에 직접 명시되기보다는 주로 교수‧학습 방법과 관련하여 제시되고 있었으며, 대다수 진술문은 ‘뉴스 이용 교육’ 차원에서 뉴스를 학습 내용을 이해하기 위한 자료의 하나로 보고 이에 접근하는 데 초점을 두고 있었다. 이에 비해 ‘뉴스에 대한 교육’의 성격을 지니면서 뉴스를 이해하고, 비판적으로 분석하며, 뉴스를 생산하거나 활용하는 데 초점을 둔 진술문을 찾기는 어려웠다. 둘째, ‘뉴스에 대한 교육’으로 해석할 수 있는 진술문은 민주주의 정치과정에서 언론의 기능과 시민 참여, 뉴스에 대한 비판적 분석 등 뉴스 리터러시 교육의 핵심적 내용을 다루고 있었으나 모두 고등학교 선택 교육과정 문서에 제시되어 있었다. 셋째, ‘뉴스 이용 교육’과 관련된 진술문의 경우에도 교육의 방향이나 이를 토대로 한 구체적인 지침이 제시되어 있지는 않았다. 이러한 분석 결과를 토대로 2022 개정 사회과 교육과정을 통해 학습자들이 뉴스 리터러시를 효과적으로 함양하도록 하기 위해서는 뉴스 리터러시에 대한 균형적 접근, 공통 교육과정과 선택 교육과정 간 계열성 확보, 뉴스 이용 교육과 관련된 구체적 방안의 제시 등이 필요함을 제안하였다.

Abstract

This study was conducted to explore the direction of improvement of the social studies curriculum for effective news literacy education. To this end, the definition of news literacy and the nature and goals of news literacy education were considered, and the characteristics of the 2015 revised social studies curriculum were analyzed based on these criteria. The results are as follows: First, news was mainly presented in relation to teaching/learning methods rather than directly specified in the achievement standard, and most of the statements were made in terms of news-use education. Second, statements that can be interpreted as education on news dealt with the core contents of news literacy education, but all were presented in the high school elective subjects. Third, even in the case of a statement related to news-use education, the specific guidelines based on it were not presented. Based on the results of this analysis, the study suggested a balanced approach to news literacy, securing sequences, and specific guidelines related to news-use education.
