이 연구는 학교 경제교육의 공급 측면에 초점을 둔다. 학교와 관련해서는 교과수업 외에 학교가 운영하는 경제교육 과정, 학교 밖 경제교육 기구와의 연계 활동을, 교사와 관련해서는 대학교에서의 경제학 수강 과목 수, 직무연수 이수 시간, 경제 수업 자료 개발에 투입하는 시간 등을 분석하고 특징을 초·중·고등학교별로 비교한다. 교과수업 외에 동아리 활동이나 방과 후 학교에서 경제교육 과정을 운영하지 않은 학교가 운영한 학교보다 더 많으며, 운영한 열 곳 학교 가운데 여섯 곳이 한 학기에 4시간 미만 운영한 데 그쳐 경제교육의 공급 다양성이 여전히 기대에 미치지 못하고 있다. 학교 밖 경제교육 기구와 연계한 프로그램을 운영한 학교도 절반에 머무르고 있다. 경제 수업과 관련한 직무연수를 3년 동안 한 차시도 이수하지 않은 교사가 절반이 넘으며, 대학교에서 경제학 과목을 전혀 수강하지 않고 직무연수도 이수하지 않은 채 경제 수업을 진행하고 있는 교사들도 있음을 확인할 수 있다. 교사들은 학교 경제교육이 실생활의 경제 문제에 대응하는 역량을 강화하는 효과가 상대적으로 작다고 평가한다. 경제교육의 절대적인 시수 부족도 해결해야 할 문제이지만, 주어진 시수조차 경제교육의 목표 달성을 위해 적절하게 활용하지 못하고 있다는 비판을 면하기 어렵다. 개념 정의나 이론 설명에 치중하고 있는 현재의 교과서를 학생들의 경제 역량 강화와 현실 경제 문제의 이해에 실질적으로 더 도움을 줄 수 있는 방향으로 개혁해야 한다. 경제교육의 효과 제고와 목표 달성에 직접 도움을 줄 수 있는 직무연수 프로그램의 설계와 제공도 시급한 과제이다.
Abstract
This study aims to investigate the supply-side of economic education in schools. There are more schools that do not offer economics classes as extracurricular activities or after-school courses than schools that do. Only half of the schools offer economic education programs linked with out-of-school organizations. The survey reveals that teachers who took no economics courses at university and no in-service training programs are teaching economics. Teachers evaluate that economic education has a relatively small effect on strengthening students' capability to cope with everyday problems. Economic educators are responsible for effectively using the limited class hours to achieve the goal of economic education. Current textbooks, consisting mainly of conceptual and theoretical explanations, should be reformed to effectively enhance students’ economic capability as well as their understanding of economic issues. Finally, useful in-service training programs that directly help achieve the goals of economics classes should be provided.
