2007년은 참여정부의 전자정부 로드맵 과제들이 마무리되고 차세대 전자정부 계획이 수립되는 해이다. 이 논문에서는 첫째, 전자정부의 개념과 특징, EA와 BRM 등 관련 개념을 살펴본다. 둘째, 중앙정부와 지방자치단체의 업무상관관계를 정부기능분류체계(정부 BRM)와 지방자치단체의 업무를 중심으로 분석한다. 셋째, 참여정부의 31대 로드맵 과제와 중앙부처가 추진하고 있는 전자정부 사업을 정부 BRM을 기준으로 분류함으로써 전자정부 구현단계를 분석한다. 넷째, 전자정부사업 분석과 전자정부의 개념이 내포하고 있는 특성을 분석하여 차세대 전자정부의 전략적 추진방향을 제안한다.
Abstract
In 2007, the current government's 31 e-Government Roadmap Projects have been in the phase of completion, and the Next Generation e-Government Plan is being in the shaping process. This paper first distinguishes the characteristics of e-Government and defines the concepts of e-Government, EA and BRM. Second, this papaer analyzes the relationship between the central government's business and the local government's business through Government BRM(Business Reference Model) and the Local Administrative Information System. Third, this paper categorizes 31 e-Government roadmap projects carried out by the Ministry of Government Administration and Home Affairs and the other e-Government projects carried out by other ministries in 2007 in governmentBRM's perspective, analyzes the phase of e-Government development, and suggests policy implications. Finally, this paper recommends strategic directions of Next Generation e-Government.
