전자정부구축의 장애요인 중 가장 심각한 것은 재원조달과 전문인력의 부족이며, 이는 지방정부수준에서 더욱 심각한 문제로 지적되고 있다. 이러한 문제를 극복하기 위해 몇몇 지방자치단체에서는 정보시스템의 아웃소싱을 시도하고 있으며 앞으로 더 많은 자치단체에서 아웃소싱을 고려하게 될 것으로 예상된다. 본 연구에서는 최근 일본의 지방자치단체들이 시도하고 있는 정보시스템의 공동아웃소싱을 살펴보고, 추진과정에서 나타난 장･단점을 검토하여 우리나라에의 적용가능성과 함의를 도출해보고자 하였다.
Abstract
E-government faces numerous barriers to adoption and development. Most commonly cited problems are lack of financial resources and lack of skilled information technology staff, and these problems are more serious for local government level. To overcome the barriers, outsourcing e-government services has accelerated across local governments in recent years and it will be more popular in the future. This study attempts to make comprehensive observation about e-government co-outsourcing which is adopted among Japanese local governments. Also this study examines the strength and weakness, its practicability and implication for Korean local governments.
