지방자치단체의 정보시스템 아웃소싱 위험성에 관한 연구- 도시정보시스템 운영을 중심으로 -

Abstract

Many local governments are developing and operating Urban Information System(UIS) for efficient management of cities. UIS is, however, not fully utilized due to some restrictions. Under these circumstances, outsourcing is one way to solve this problem. The aim of this study is to identify the risks of outsourcing UIS based on survey and in-depth interview with the officials who is in charge of UIS. This study shows that it is necessary to outsource UIS operation, but cautious approach is needed considering the risks derived from characteristics of UIS operation task; high task complexity and low contestability of outsourcing market, etc. The risks identified in UIS outsourcing are possibility of high outsourcing cost, system insecurity problem, lack of partnership between local government and outsourcing company, loss of monitoring the work of outsourcing company, etc. In order to manage the risks of outsourcing UIS, local government should reduce lock-in by specifying hand-over procedures, obliging contracter to use common standards, and requiring transparent procedures and detailed system documentation. Considering the level of outsourcing in Korea, partial outsourcing may be helpful to minimize the risks such as lack of partnership and security problems. This study gives some practical information of the risks of UIS outsourcing to the officials in local governments.
