본 연구는 정보화를 통한 노인복지증진에 있어서 관련된 부처들 간 정책문제에 대한 인식과 그에 따른 해결책에 대한 인식의 차이여부 그리고 이에 따른 정책쟁점을 찾고자 하였다. 이를 위해 정보통신부, 보건복지부, 노동부 3개 부처 공무원에 대한 인식차를 살펴보았다. 이들 3개 집단에 대해 의견조사를 통해 다음과 같은 몇 가지 주된 발견사실을 얻을 수 있었다. 첫째, 노인정보화와 관련하여 유관부처들 간에는 노인의 당면문제나 이를 해소 또는 경감하기 위한 정보화 관련 정책수단이나 효과성에 대해 본질적인 차이는 존재하지 않는다는 점이다. 둘째, 노인정보화 관련하여 부처간 전반적으로 유사한 인식에도 불구하고 정보격차나 건강문제해소에 있어서 정보통신기술의 중요성 등에서는 부처간의 간극이 발생할 개연성이 존재한다는 점이다.
Abstract
The author strives to identify ways in which different definitions of policy problem affect the choice of policy instruments related to the informatization for the elderly. Based upon the results obtained from a questionnair survey to three government departments, it found that there is no meaningful disparity in perceptions about the problems the elderly faces, the instruments for informatization for them, and the effectiveness of information technology upon relieving their problems; and that despite such common perceptions, there are also possibilities of diverging probem definitions among related departments.
