Abstract

E-Government is widely known as a tool of anti-corruption. There is, however, little empirical research analyzing transparency as a condition for achieving anti-corruption effect. This paper examines whether the anti-corruption effect of e-government could vary based on each country’s transparency level. Research method includes analysis of variance, graphical analysis, and regression, using panel data(i=119, t=2). Statistical analysis reveals that transparency in policy making plays a critical role of moderator in the relationship between e-government and corruption. Anti-corruption effect of e-government increases with each country’s transparency level. This result can remind us the importance of building transparency in government as a key success factor of e-government, anti-corruption strategy.
