전자정부의 투명성요인이 정부신뢰에 미치는 영향에 관한 연구: 시민과 공무원의 인식차이를 중심으로

초록

본 연구는 전자정부를 통하여 달성될 수 있는 투명성이 정부신뢰에 어떠한 영향을 미치는가를 분석하기 위하여 문헌검토를 통해 전자정부 투명성을 접근성, 적시성, 관련성, 이해성, 정확성으로 나누어 보고 각각의 투명성 하위요인들이 정부신뢰에 어떠한 영향을 미치는가를 시민과 공무원을 대상으로 나누어 분석하였다. 분석 결과 시민에 비해 공무원의 신뢰수준이 긍정적으로 나타나 양자 간의 신뢰격차가 발생하고 있음을 확인하였으며, 시민의 경우 관련성과 이해성 요인이, 공무원의 경우 정확성 요인이 정부신뢰에 긍정적 영향력을 미치는 것으로 나타났다. 주된 이유는 공무원의 정부에 대한 관대한 평가 경향과, 정보를 교류하는 환경의 차이에서 비롯된 것으로 판단된다. 이와 같은 신뢰격차를 줄이기 위해 시민에 대한 전반적 의식개선을 위한 홍보와 피드백, 그리고 신뢰회복을 위한 주체별 전략을 추진하는 것이 요구된다.

Abstract

This study analyzed how transparency in e-government effects the public‘s trust in the government. The concept of transparency was divided into four factors: Accessibility, Timeliness, Relevance, Comprehension, and Accuracy, and the effect of each of these transparency sub-factors on government trust was analyzed. For the research portion, this study conducted surveys of local citizens and civil servants. As a result of the analysis, it was found that there is a difference of perception between the two groups. In this case, civil servants had a higher positive perception of trust towards the government than citizens did. More specifically, citizens regarded Relevance and Comprehensiveness to be the most important factors regarding government trust, as opposed to civil servants, who viewed the factor of Accuracy as having the greatest positive influence in trusting the government. The results reveal that civil servants tend to view the government in a much softer light due to their close ties in addition to being directly employment by them. Further, it is judged that differences exist between the information environment in which the civil servants and the citizens acquire and exchange e-government information. Therefore, in order to reduce the gap perception regarding government trust, the government should promote publicity, give feedback to improve citizen's general perceptions, and pursue a targeted strategy optimized for the citizen’s needs.
