지방자치정보 공개제도에 관한 연구: 공개 방식과 지표의 방향성 탐색을 중심으로

본 논문은 지방자치법 전부개정으로 강화된 지방자치정보 공개제도와 관련하여 공개 방식과 공개 지표를 중심으로 방향성을 탐색하고자 하였다. 이를 위해 사례연구와 전문가 면접조사를 통해 자료를 수집하여 분석하였다. 주요 분석 결과를 제시하면 다음과 같다. 사례연구에서는 본 제도와 가장 유사한 일본 사례를 선정하였다. 일본 총무성은 매년 직원수, 배치 실태 등, 정원관리 차원에서 ‘지방자치단체 정원관리조사’를 실시하고 있으며, 2005년 이후 공표시스템을 구축하여 운영하고 있다. 공개 방식의 경우 지방자치단체 유형별 공표, 지방자치단체의 자발적 참여 유도 등이 특징적이며, 임용, 급여, 근무시간, 근무 성적 평정, 복지 등의 인사 정보를 공표하도록 하고 있다. 전문가 면접조사에서는 공개 방식과 관련하여 동태적 시각화 구현, 데이터 시각화 결과 해석, 지자체 간 비교 정보제공, 데이터 우선순위 설정, 데이터 검색 도우미 등의 다양한 의견이 제시되었고, 공개 지표와 관련하여, 공무직수, 인구/면적/재정대비 공무원수, 유형별 공무원 1인당 주민수 등의 투입지표, 업무계획이나 회의록 등의 과정지표, 민원처리현황이나 생산성 지표와 같은 산출지표, 난임휴가 등의 인사지표 등이 제안되었다. 지방자치정보 공개 방향성과 관련하여서는 정보공개의 높은 수준 지향, 적정 지표수 유지, 표준모델 개발, 데이터/시스템 연계, 주사용자 분류, 맞춤형 서비스와 방문자 활용도 파악 등의 의견이 제시되었다. 이러한 분석 결과를 토대로 몇 가지 주요한 정책적 시사점을 제시하였다.
Abstract
In relation to the local autonomy information disclosure system, which has been strengthened by the full revision of the Local Autonomy Act, this paper was intended to suggest a direction centering on the disclosure method and disclosure index. To this end, case studies and expert interviews were conducted to collect and analyze data. The data analysis results are presented as follows. The Ministry of Internal Affairs and Communications of Japan conducts a “local government quota management survey” every year in terms of the number of employees, placement, and quota management, and has been operating a public announcement system since 2005. Personnel information such as appointment, salary, working hours, work performance evaluation, welfare, etc. is to be announced every year. In the interview with experts, various opinions related to information disclosure method, information disclosure index, and information disclosure direction were presented. Based on this, several major policy implications were presented.
