공공플랫폼은 지방자치단체의 성과 인식을 향상시키는가?: 유형별 플랫폼의 활성화 수준과 협력적 거버넌스를 중심으로

본 연구의 목적은 지방자치단체 수준에서 활용하는 공공플랫폼 현황을 구체적으로 확인하고, 공공플랫폼의 활용이 지자체 성과 인식에 미치는 영향을 분석하는 데 있다. 플랫폼 정부는 기술적으로 다양한 행위자들이 협력적 거버넌스를 구성할 수 있는 장을 마련함으로써, 서비스 전달의 민주성, 효율성, 서비스품질을 높이고 주민이 체감하는 편의성, 의사소통, 만족도를 향상하는 것을 목표로 한다. 본 연구는 플랫폼의 주요한 기능, 플랫폼에서 정부의 역할, 서비스 방향성을 기준으로 공공플랫폼을 정보제공형(G2C), 정책제안형(C2G), 민간역량중개형(C2C)으로 구분 한 후, 2022년 한국지방행정연구원의 “지방자치단체의 플랫폼 정부 활용 실태조사”를 바탕으로 세 가지 대유형별로 플랫폼 활성화 수준과 플랫폼 운영 관련 협력적 거버넌스가 지자체의 성과 인식에 미치는 영향력에 대해 확인하였다. 분석 결과, 정보제공형 플랫폼의 경우, 더 많은 플랫폼을 운영하는 것이 서비스 질과 주민편의성에 긍정적 영향을 미쳤다. 정보제공형 플랫폼과 민간역량중개형 플랫폼의 경우, 광역지방자치단체, 민간과 협력했을 때 민주성, 효율성, 서비스품질, 주민편의성을 향상시켰다. 이러한 결과는 일선 수준에서 플랫폼 정부를 실현하여 정부의 성과를 달성하기 위해서는 플랫폼 정부 유형별로 다른 전략이 개입되어야 하며, 플랫폼 정부의 중요 가치인 협력을 전략적으로 활용하여 지자체의 재정적․기술적 한계를 극복하기 위한 지원이 이루어져야 함을 시사한다.
Abstract
This study is to find out the current state of ‘platform government’ and to analyze the perception of the performance of platform government at the local government level. Platform government attempts to improve efficiency, quality of service, convenience, communications among citizens, and digital democracy via platform as technical method for collaborative governance. This study classifies platform government to three public types by using functions of platform, the role of the government, and service direction between the government and citizens, in addition, verifies the impact of activation of public platform and collaboration for the platform on public value of the government. Based on the “Survey of the Digital Platforms by Local Governments” conducted by KRILA in 2022, this study analyzes the influence of diversity or the number of the platform, cooperation with the central government, metropolitan local government, and the private sector. The results are follows: firstly, local governments operating a number of the ‘platform for information(G2C)’ increase the quality and the convenience of public services; secondly, local governments can achieve efficiency, the quality, and the convenience of public services when they cooperate with metropolitan governments or private experts. This results indicates that local governments need to consider different strategies for each type of public platform, and to support collaboration with other actors in order to overcome the financial and technical limitations at local level. With this strategies, local governments can strengthen digital platform at street-level and realize the main value and performance of platform government in this digital transformation period.
