본 연구는 국제무역에 함유된 부가가치를 측정하는 투입-산출 모형을 설정하고 한국의 주요 무역대상국들에 대한 한국의 수출에 함유된 부가가치를 측정한 후 이것이 한국의 수출보험에 갖는 의미를 평가한다. 수출보험은 수출에 따른 다양한 위험을 제거시켜 수출을 증진시키는데 목적이 있으나 국내 본원적 생산요소의 고용과 소득 측면에서 수출액 자체보다도 그 수출액을 구성하는 부가가치의 비중이 훨씬 중요하다. 분석결과 미국을 제외한 북미와 아프리카가 수출보험 인수액 대비 부가가치가 상대적으로 높으며 중국과 일본을 제외한 아시아의 인수액 대비 부가가치가 낮은 것으로 평가된다. 수출보험을 통하여 수출을 촉진하되 되도록 수출단위당 부가가치가 상대적으로 많이 함유되는 지역 및 국가에 대한 수출을 증진시키는 것이 필요하다는 점이 강조된다.
Abstract
This paper concerns itself with the calculation of value added embodied in Korea’s international trade with trading partners and its implication on Korea’s export insurance policy. Two input-output models are presented to compute the value-added content of Korea’s foreign trade, the first one being rather simple model considering only value added embodied in direct exports to trading partners and the second one being a lot more complicated model incorporating value added in both direct and indirect exports and utilizing multi-regional input-output tables. The results show us the regional differences in value added per exports, reflecting the difference in the composition of exports. The relationship between insured exports and value added content of trade turns out to be not obvious and clear. However, it goes without saying that aggressive export insurance policy should be applied to the countries with similar national and commercial risks but high value added-insured export ratio.
