Abstract
This study focuses on the political and economic situation of Laos in 2018 based on the Xepian-Xenamnoy Dam accident that occurred in July 2018. The Lao political elite has enjoyed monopoly power over the past 40 years based on the one-party system and stable economic growth. Especially, hydroelectric power generation is one of most important industry that leads Laos economic growth, and the combination of government-investors through large infrastructure projects was a core asset of maintaining power. The dam accident has exposed the problems of corruption and inefficiency of the Laotian political elite. Therefore, it is increasingly likely that the Lao people will change their accommodative and collaborative responses to the main policies of the political elites, especially those in areas where large infrastructure projects are planned. Laos, which is highly dependent on hydroelectric power, is unlikely to change its economic policy base, but by 2025 it has been questioned to achieve an ambitious goal of building a total of 150 dams in order to become ‘the Battery for ASEAN’. There will be no deterioration in relations between Korea and Laos due to the immediate assistance provided by the participating companies and the support of the summit. However, it is inevitable that the accident caused the loss of confidence in Korean companies' ability to build massive infrastructure projects. Therefore, it is necessary to restore trust with transparent investigation for the cause and fair compensation for the refugees that has not yet been clarified.
