공연예술인을 위한 해외복지제도 조사 및 분석 - 수혜대상 가입조건을 중심으로

Abstract

In Korea, as most performing artists are employed as freelance, part-time, contract or temporary, they hardly benefit from unemployment insurance and industrial accident compensation insurance. Since the artists' urgent need to get not only a financial fund for creative activities but also social welfare services was socially recognised and recounted into a public issue, Artist Welfare Law took effect and Korean Artist Welfare Foundation was established in November 2012. However, emerging/young artists and people who are identified themselves as artists but are not fit to the requirements for eligibility are still hard to get supports from the foundation. This research intended to investigate social welfare systems for performing artists and performing artists' unions in foreign countries. In so doing, it will reconsider the adequacy of the requirement for eligibility and the possibility to provide emerging/young performing artists with welfare services, while encouraging the artists to carry out more active and voluntary activities to improve their welfare rights.
