초록

필리핀의 2021년은 코로나19의 여파가 여전히 지배적이었으나 대선을 일 년 앞두고 선거열기가 조기 과열되면서 정국이 뜨겁게 요동쳤고 정치적 이합집산이 이어졌다. 한국의 대선 두 달 뒤에 치러질 필리핀의 2022 대선경쟁에서 현재 마르코스 주니어-사라 두테르테 후보군이 선두를 달리고 있다. 정치와 경제가 유력가문의 내부 게임이 된 필리핀의 상황에서 독재자의 아들과 철권통치자의 딸이 승기를 잡은 가운데 정치가문을 넘어서는 정치왕조의 귀환과 공고화의 가능성이 높아지고 있다. 그러함에도 우리는 필리핀이 동남아에서 ‘형식적 민주주의’가 유지되는 몇 안 되는 나라이며, 올해 선거의 결과가 아세안의 정치안보와 대외관계의 방향으로부터 영향을 받으면서 동시에 줄 수 있다는 점에서 2022년의 선거정국 변화에 주목할 필요가 있다. 본 논문은 2021년 필리핀의 정치경제적 변동, 대외관계, 사회문화 측면의 주요 이슈들을 정리하고 점검하며 올해 이 국가를 전망하는 것을 목표로 한다. 이를 위해 2021년의 주요 사건을 정리하고, 이 사건들이 필리핀 사회에 미친 영향을 검토하였다. 특히 코로나 19상황과 백신정책의 사회경제적 영향을 살펴보았다. 정치적인 측면에서는 대선정국의 흐름과 맥락을 제공하며 향후 선거 전망과 그에 따른 차기 정부의 주요 정치적 과제와 대외관계 변화의 가능성을 짚어보았다.

Abstract

In 2021the social effects of COVID-19 in the Philippines was still tremendous, but as the political fever overheated early a year before the presidential election, politicians’ changing alignment across parties continued and the political situation was chaotic like a circus. In the 2022 presidential election in the Philippines, which will be held in May 9, Marcos Jr.-Sara Duterte tandem is currently leading the race. In this country, politics and economy have become the internal games among handful political dynasties and the possibility is increasing that the dictator’s son and the strong man’s daughter will get the supreme positions in the next election. Nevertheless, the Philippines is one of the few countries where keep 'formal democracy' based on regularly competitive election, therefore we believe that the 2022 election results could be influenced by the direction of political security and foreign relations in Southeast Asia, and vice versa. This paper aims to review major political and economic issues and to find the social implications and internal/external effects in the Philippines. In particular, the socio-economic impact of the COVID-19 situation and vaccination was examined. In terms of politics, I follow the flow and context of the 2022 presidential election, and provide the outlooks of this year’s elections, major political tasks and the potential changes in foreign relations of the next government.
