어느 정당과 정치인을 언제 사법부가 정치적으로 제거할지 모를 제한적인 상황에서도 태국의 정당들은 2027년 총선을 향한 치열한 경쟁을 벌이고 있으며, 이는 혼인평등의 실현 등 일정한 성과를 낳았다. 2024년 태국 정치의 최대 사건이 헌법재판소에 의한 8월의 까우끌라이당 해산과 세타 총리 해임이라면, 화제의 인물은 오랜 망명을 끝내고 2023년 귀국한 탁신 치나왓 전 총리였다. 2월에 경찰병원 생활을 마무리한 탁신은 딸인 패텅탄 치나왓 프어타이당 대표가 총리로 취임한 이후 더욱 적극적인 정치적 행보를 보이고 있다. 그러나 프어타이당 연립정부의 친서민 정책 실현은 탁신의 현역 시절에 비해 신속함이 떨어지며, 군사쿠데타 유산 청산 분야에서 정부는 진전을 이루지 못하고 있다. 주변국 및 주변국 국민에 대한 불신 여론은 당파적 이슈로 활용되며 이주민 권리 보장과 경제협력의 전망을 어둡게 하고 있다. 비토권을 가진 보수 세력과의 타협으로 연립정부를 유지하면서 민주주의 지지층을 흡수하는 쁘라차촌당과도 경쟁해야 하는 프어타이당이 예전과는 다른 무역 장벽의 강화와 외교적 패권 경쟁의 가운데에서 저성장 추세를 극복하는 성과를 낼 수 있을지 주목된다.
Abstract
Under the limited political conditions in which any political party or any politician can be judicially removed, Thai political parties are still striving for the victory in the upcoming 2027 general election, which has led to some successes such as the passage of the Marriage Equality Bill. As much as the series of the Constitutional Court decisions to dissolve the Move Forward Party, the political party with the most seats in the House, and to disqualify Prime Minister Srettha Thavisin from his position were politically significant, the return of Thaksin Shinawatra as a major political player on the stage can also be highlighted. Thaksin was released from the police hospital in February and took a more active political role, especially since his daughter Paetongtarn Shinawatra became the prime minister. The coalition government of the Pheu Thai Party has been, however, less decisive in implementing the pro-poor policies than Thaksin’s Thai Rak Thai government, and the government has made little progress in overcoming the authoritarian legacy of the military rule. Partisan mobilization of distrust of neighboring countries and peoples prevented fuller protection of migrant rights and economic cooperation in the region. Whether the Pheu Thai Party’s dilemma between making compromises with the conservative forces and competing with the People’s Party (formerly Move Forward) over the pro-democracy voters can be resolved with the successful economic growth under the new conditions of the higher trade barriers in the world economy and the hegemonic competition remains to be seen.
