태국 2019: 군부 중심의 연정체제 확립과 고령화 현상의 가속

초록

2014년 군부 쿠데타 이후 5년 만에 치러진 2019년 태국 총선거는 군부의 지지를 받는 팔랑쁘라차랏당(Palang Pracharat Party)의 승리로 귀결되었다. 이번 선거는 프어타이당(Pheu Thai Party)을 중심으로 한 친탁씬 계열의 패배, 신생 정당 아나콧마이당(Anakhot Mai Party)의 돌풍, 기존 거대 양당의 한 축이었던 민주당의 참패, 친군부 세력의 연정 구성 및 군부 통치의 제도화, 쁘라윳 짠오차(Prayut Chan-o-cha)의 총리 취임으로 특징지을 수 있다. 한편 주로 선진국에서 나타나는 현상으로만 여겨졌던 고령화 현상이 태국 사회에서 가속화되고 있다. 태국은 가족계획사업의 성공과 보편적 의료복지 제도의 확립으로 인해 빠르게 고령화 현상이 가속화되고 있다. 이에 태국 정부는 정년 연령 연장, 연금 지급 등을 통해 고령화 사회의 문제점을 해결하기 위해 노력하고 있다. 2019년 태국 경제의 경제 성장률은 3.1%로 전년 대비 1% 하락하였다. 전세계적 경기 침체의 여파는 태국 수출에 부정적 영향을 초래하였고, 내수 시장의 침체로 연결되었다. 한편 태국 사회의 고질적 문제인 양극화와 부의 불평등 문제도 지속되었다. 계층 간 양극화 문제와 더불어 지역 불균형 발전 문제도 여전히 심각한 상황이다. 방콕 인근의 중부지역의 공업도시에서 추진 중인 동부경제회랑(East Economic Corridor) 개발 및 타일랜드 4.0 사업은 지역 균형 발전을 도모하려는 태국의 계획이 중부 중심의 불균형 발전으로 회귀했음을 의미한다. 국제 관계 측면에서는 총선 실시를 계기로 서방 국가들과의 관계가 개선되었고, 특히 한-아세안 특별정상회의에 아세안 의장국의 대표로 참석해 한국의 신남방정책과 타일랜드 4.0 사업의 시너지 창출을 위한 협력 강화를 논의하였다.

Abstract

The 2019 general elections in Thailand, five years after the 2014 military coup, resulted in a victory for the military-backed Palang Pracharat Party. Several features summarise this election: the defeat of the pro-democracy party, Pheu Thai Party which linked to the pro-Thaksin faction, the rise of newly formed Anakhot Mai Party, the failure of the Democratic Party which has been one of two major political parties, the institutionalization of military rule by forming a coalition government of pro-military forces, and the inauguration of the Prime Minister of Prayut Chan-o-cha. In the meantime, the aging population, which is typically considered as a phenomenon in developed countries, has continued to accelerate in Thai society. Thailand is rapidly becoming an aging society due to the success of family planning projects and the establishment of the universal health coverage scheme. In this regard, the Thai government is trying to solve the problem of an aging society by extending the retirement age and providing pensions. Thailand experienced economic hardships as problems have continued from inside and outside of the country. In 2019, the economic growth rate of Thailand recorded 3.1%, down 1 per cent from the earlier year. The repercussion of the global economic recession has hurt Thailand’s export market, leading to a downturn in the domestic market. On the other hand, polarization and inequality, which are the chronic problems of Thai society, continued. Furthermore, inequality among regions is one of the serious social issues as well. The East Economic Corridor Development project, which is being implemented in industrial cities in the central area of Thailand nearby Bangkok and Thailand 4.0 project imply that the government plans to promote balanced development focusing around the central region. In terms of international relations, the relationship with Western countries improved following the general elections, and in particular, Thailand participated in the Korea-ASEAN Special Summit as the representative of the ASEAN chair country to discuss strengthening cooperation to create synergy between Korea’s New Southern Policy and the Thailand 4.0 Project.
