대규모 개발 사업의 양면성 : 4대강 사업의 환경철학적 논점

Abstract

Korean MB Administration has planned the Four Major Rivers Project to reserve water and prevent flood damage. The project has, however, several problems in aspects of environmental philosophy and ecology. First, the project has just started without appropriate democratic procedures and ignored democratic ideology which is a fundamental basis of modern societies. Second, it will not achieve both of water-reservation and flood-prevention at a time, neither will it save the places that have been victims of water-shortage and flood. Third, it will turn river ecosystems into lake ecosystems while it will waste national tax money to improve the quality of the waters stagnated intentionally by large weirs. Forth, it will construct recreation areas on all the riversides of the four major rivers by driving nature out. Fifth, it will destruct ecosystems in favor of futile economic expectations. Lastly, it will not achieve its goals because of their intrinsic contradictory values and approaches. And the Administration covers its problems with technocentric deception. The Administration is able to deceive Korean people with such a problematic project because the environmental philosophy based on ecological understanding of nature has not yet been widely accepted among Korean people. Although it is necessary that human being utilizes part of nature, the intrinsic worth of natural existences should be acknowledged against anthropocentric values of natural existences. Environmental philosophy based on such acknowledgement of nature will contribute to establishing the society that retains nature as interacting dynamic systems.
