인류세 시대 지구공학적 대응과 환경 윤리

본 연구는 인류세 문제의 지구공학적 대응이 환경문제뿐 아니라 사회불평등 문제와 밀접한 관련이 있기에 이에 대한 환경 윤리적 논의의 필요성을 제기한다. 이를 위해 먼저, 환경 불평등 측면에서의 인류세 문제와 관련한 사회 불평등문제를 제기하고 윤리적 논의의 필요성을 살펴본다. 다음으로 인류세 시대 지구공학적 대응의 필요성과 한계점을 환경 윤리적 측면에서 탐색한다. 환경 윤리는 첫째, 지구공학적 대응책이 야기할 수 있는 사회 불평등의 측면에서 논의하여 그 불평등을 완화할 수 있고, 둘째, 공학적 대응의 실행 결정권에 대한 세계적 합의를 강조할 수 있으며, 셋째, 기후변화에 대한 대응의 다양성을 촉진할 수 있다. 이와 같은 지구공학적 대응에 대한 공론화는 한편으로 현 인류세 환경문제에 지구공학적 대응의 필요성을 수용할 뿐 아니라 다른 한편으로 다학제 간 연구를 통해 지구공학적 대응의 여러 문제점을 보완하는 데 기여할 것이다. 인류세 환경문제의 심각성과 시의성을 고려한다면, 다양한 방안이 공론화되어 그 한계를 보완하는 것이 중요하다. 다른 다양한 기후변화문제의 대응 방안 중 하나인 지구공학적 대응은 공론화를 통해 환경 윤리적 정당성을 확보하여 인류의 지속가능성을 담보하는 데 기여할 수 있다.
Abstract
The purpose of this study is to suggest the need of public discussion on geo-engineering options for climate change, recognizing the Anthropocene issues as combination both natural environmental degradation and social inequality. For this purpose, this study firstly demonstrates how social inequality can be intertwined into the Anthropocene issues. Next, it explores the needs and the limits of geo-engineering options and the possible space to discuss with them in terms of environmental ethics. Through this exploration of geo-engineering options, specifically SAI(Stratospheric Aerosol Injection) it concludes that environmental ethics can 1) mitigate social inequalities over the world dealing with the prospect side-effects of SAI in terms of climate justice, 2) emphasize global consensus to make decisions for deployment of those measures, 3) and encourage the multiplicity of options. The open discussions on the global level for geo-engineering options not only include the necessity of this measure into public realms, but contribute to establishment of interdisciplinary study on sustainable environment. Given the complimentary relations between technology and ethics, the open discussion of geo-engineering options can be a stepping stone for the proper relationship between human and nature.
