이 글은 지구적 기후변화와 같은 환경문제를 해결하기 위한 실천과정에서 생기는 여러 가지 문제점들을 지적하고 그러한 문제들을 극복할 수 있는 방안들에 대해서 검토하는 것을 목적으로 한다. 이를 위해 먼저 환경문제의 심각성과 특성을 간략하게 소개하고 그런 문제를 해결하려는 그간의 노력에 대해 살펴본다. 그러고 나서 특히 기후변화라는 환경문제와 관련한 이런 실천적 노력의 실패 원인은 물론 문제를 다루기 어렵게 만드는 여러 특징 및 요인들로 지적되어 온 것들을 소개한다. 그리고 그러한 실천적 장애를 극복할 수 있는 하나의 적극적인 방안으로 제시될 수 있는 국가 완전주의라는 접근 방법을 검토한다. 그러나 이런 접근은 국가 중립성 논제 혹은 자유주의라는 입장과 관련해 논란이 생길 수 있다. 따라서 끝으로 이 글에서는 리차드 탈러(Richard H. Thaler)와 캐스 선스타인(Cass R. Sunstein)이 제시한 ‘자유지상주의적 간섭주의’, 이른바 ‘넛지’가 이런 논란을 잠재울 수 있는 방안으로서 뿐만 아니라, 환경적 실천의 장애 요인들을 극복할 수 있는 방안으로 적절한지에 대해 검토한다.
Abstract
This article aims to point out some of the problems that arise when trying to solve environmental problems, such as global climate change, and examine effective ways to overcome them. To do so, I will first briefly introduce the severity and nature of environmental problems and survey previous efforts to address them. And then I examine what has been pointed out as the reasons for the failure of practical efforts to address the environmental problem of climate change in particular, as well as the features and factors make it extraordinarily difficult to address the problem. It then examines the approach of state perfectionism, which may be presented as one way to overcome such practical obstacles. However, this approach can b controversial with the neutrality thesis and the libertarian position. In the conclusion, therefore, this article examines whether Richard H. Thaler and Cass R. Sunstein’s “libertarian paternalism” or “nudge” can silence this controversy, and whether it is appropriate as a way to overcome obstacles to environmental action.
