In this research, we investigate the effect of regional economic integration between Daegu-city and Gyoungbuk-province in view of theoretical and empirical approach. The effects of regional economic integration of two local governments are such positive effects as the promotion of government expenditure efficiency, the realization of scale economies coming from the investment size increase and the cost saving through the prevention of double investment and such negative effects as the magnified gap of regional developments. According to empirical practice, the regional economic integration between Daegu-city and Gyoungbuk-province enhances the efficient distribution of regional production factors. Through this improvement of endowment distribution, two regions seems to share the positive externalities with each other. Furthermore, total factor productivity is improved at both regions. Since we observe that the integration effect comes from the efficient distribution of factor endowments, it needs to get rid of several institutional restrictions between two regions and to have a RDA(Regional Development Association) which practices collaborate planning and execution for the public expenditures of two regional governments.
