제4섹터 공유경제의 개념화와 정책적 활용

본 논문은 개념의 모호성을 피하고 정책에 활용하기 위해 제4섹터측면에서 공유경제를 정의한다. Fourth sector network (2009)가 규정한 제4섹터의 특성과 Curtis와 Lehner(2019)가 제시한 공유경제 구성요소를 활용하였다. 유휴자원이 공유대상이어야 하고, 역할 전환이 가능한 제공자와 취득자가 형성하는 양면시장을 구성하는 플랫폼을 통해 사용권만 이전해야 공유경제이다. 이 조건들이 불만족하면 준공유경제이다. 여기에 이윤추구사업모형이면 제2섹터 공유경제, 수익사업 없이 기부로 사회적가치만 창출하면 제3섹터 공유경제, 사회적 가치추구를 목적으로 수익사업을 하면서 이해당사자로 구성된 지배구조를 갖추었으면 제4섹터(사회적경제) 공유경제에 속한다. 제4섹터 공유경제는 전통공유경제의 공유지(commons)와 가장 근접한 속성을 갖는다. 민주적 거버넌스만 없으면 준제4섹터 공유경제이다. 이런 구분은 제4섹터 공유경제를 향한 정책방향을 설정하는데 유용하다. 사회적 가치추구를 목표로 출발했던 공유경제모형들이 이윤추구로 전환되는 경향을 보이고 있다. ICT기반플랫폼은 규모의 경제와 긍정적 네트워크효과가 나타나기 때문에 자연독점화경향을 보인다. 따라서 제4섹터 공유경제는 제2섹터 공유경제에서 나타나는 플랫폼자본주의 폐해를 줄이기 위한 대안이다. 플랫폼협동조합주의도 이런 시각에서 출현했다고 볼 수 있다. 플랫폼 내에서만 유통되는 지역화폐를 발행해도 제2섹터 공유경제로 전환을 막을 수있다. 또 지역기반 전통적 공유경제를 육성시킴으로써 핵심경제(core economy)를 재구축하고, 제2섹터 공유경제의 이윤추구성향을 억제시킬 수 있다. 이를 위해 지방정부는 지역공동체에서 활용가능한 모듈화된 ICT기반 플랫폼을 개발하여 보급해야 한다. 제2섹터 공유경제도 긍정적 외부효과가 큰 분야가 존재한다. 이것을 면밀히 검토하여 규제의 적정수준을 결정해야 할 것이다.
Abstract
This paper defines the sharing economy in the fourth sector in order to avoid ambiguity in concept and to use it in policy. The characteristics of the fourth sector as defined by the Fourth sector network (2009) and the sharing economy components as suggested by Curtis and Lehner (2019) were used. Idle resources must be shared, and only the right of use must be transferred through a platform that constitutes a double-sided market formed by providers and acquirers who can switch roles. In addition, if the profit seeking business model is to create social value through donation without the second sector sharing economy and profit business, the third sector sharing economy and social value will be pursued. It belongs to the sector sharing economy. The fourth sector sharing economy has the closest attribute to the commons of the traditional sharing economy. The fourth sector sharing economy belongs to the social economy, which is an alternative to market capitalism. Therefore, the fourth sector sharing economy is an alternative to reduce the deterioration of platform capitalism in the second sector sharing economy. Platform cooperativeism can also be seen from this perspective. Issuing local currency, which is distributed only within the platform, will also prevent the transition to the second sector sharing economy. In addition, by fostering a regional-based traditional sharing economy, it is possible to rebuild the core economy and curb the profit trend of the second sector sharing economy. To this end, local governments should develop and disseminate modular ICT-based platforms that can be used by local communities. In the second sector sharing economy, there are also some areas with a large positive externality. Therefore, careful consideration should be given to determining the appropriate level of regulation.
