Abstract
The development of drone technology has led to a continuous increase in the demand for and utilization of drones across various industries. While drones were traditionally used for hobbies or recreational activities, their applications have recently expanded to include agriculture, infrastructure inspection, search and rescue operations, goods delivery, drone light shows, traffic monitoring, and weather measurement, among others. The value of drone utilization is expected to be maximized in BVLOS(Beyond Visual Line of Sight) flights, surpassing the capabilities of VLOS(Visual Line of Sight) operations. With the increasing variety of drone flight purposes, the management of low-altitude airspace has become crucial, as it directly relates to the safety of people and obstacles on the ground. Hence, the management of national airspace is a critical public domain, directly linked to the safety of people and obstacles on the ground. As such, the government must establish technical standards, and set relevant regulations. In the domain of ATM, the government provides services such as air traffic control and flight information to ensure that manned aircraft can operate safely and efficiently within the national airspace. However, in the case of drones, there is a lack of comprehensive national-level services and traffic management, including the identification. Therefore, to accommodate the growing use of drones, including large-scale operations and BVLOS flights, there is a need for a national-level UTM system to manage low-altitude airspace under 150 meters. This paper addresses the definition, scope, stakeholders, key components, and services of UTM, considering legal frameworks and government policies. It also proposes considerations for the practical implementation of UTM in the future. Through this study, research in detailed areas such as drone identification and collision avoidance is expected to be actively promoted. Furthermore, it could serve as a policy and institutional basis for the harmonious coexistence of future air mobilities, such as drones and Urban Air Mobility (UAM), within the existing ATM framework.
