항공정비 분야 검사드론 활용을 위한 법․제도적 과제와 전망

드론 기술이 발전됨에 따라 농업, 측량, 운송 분야 등 그 활용 범위가 점차 확장되고있다. 항공분야에서도 드론이 적극적 활용되고 있으며, 최근에는 항공기 외관검사에 드론을 적용하고자 하는 노력들이 시도되고 있다. 현재 일부 항공기 제작사 및 정비업체에서 검사드론의 제작, 솔루션 제공 등이 이루어지고 있으며, 일부 제품의 경우 이미 실제 항공기 정비에 제한적(e.g. 실내 등 제한적 환경)으로 활용되고 있다. 그러나 검사드론의 효율적 활용을 위해서는 주기된 항공기의 근접거리에서 즉각적인 검사 실시가 필요하기 때문에 공항 계류장 지역 등에서의 검사드론 운영이 필요하다. 또한, 검사드론과 같은 새로운 정비방법이 유효한 정비행위로 인정받기 위해서는 해당 방법이 항공 정비 원칙을 준수하여야 한다. 따라서 본 연구에서는 검사드론이 공항 내에서 운영되고 검사드론을 활용한 정비가 유효한 정비행위로 인정 받는데 필요한 법․제도적 과제를 고찰하여 개선점을 도출하고자 한다. 이를 위해 국내외의 관련 법․제도를 드론 분류 체계, 드론 비행 승인 절차 및 드론 운영관리 측면에서 고찰하고 개선방안을 제시하였다.
Abstract
The advancement of drone technology is reshaping its role in diverse sectors, encompassing agriculture, surveying, transportation. Also in aviation field, this emerging frontier involves the acceptance of drones for visual inspections of aircraft. Recently, aircraft manufacturers and third party maintenance providers have begun to develop not only inspection drones but also product solutions, and some applications have already been adopted in limited environments like indoors. However, for utilizing the entire potential of inspection drones necessitates their operation inside the airport(e.g. apron) and these new technologies are fed into aviation maintenance principles. Therefore, this study aims to derive improvements by investigating the legal and policy issues necessary for inspection drones to be operated within airports and for drone based visual inspections to be recognized as valid maintenance activities. This study reviews the relevant laws and policies of Korea and other developed countries in terms of drone classification system, drone flight approval procedure, and drone operation management. Based on these reivews, we draw implications and suggest the clues of improvement measures for using inspection drones.
